ISLAMABAD: The National Assembly Standing Committee on Human Rights on Tuesday reviewed the performance of the National Commission on the Status of Women (NCSW), government steps for women\u2019s protection, rape prevention measures and progress on the implementation of earlier recommendations.<\/p>\n
The 13th meeting of the committee was chaired by Asiya Naz Tanoli, while Federal Parliamentary Secretary for Information and Broadcasting Barrister Danyal Chaudhry attended as co-chair.<\/p>\n
Briefing the committee, the NCSW said its multi-channel complaint management system had been functioning for the last five months. It informed the meeting that consultants had received specialised training with the support of Rozan to improve grievance redressal.<\/p>\n
The committee was also told that gender-disaggregated data was being regularly updated on the National Gender Data Portal to facilitate evidence-based policymaking and research. The first Gender Parity Report has been published, while its scope will be extended to the provincial level in the next phase.<\/p>\n
The NCSW further informed the committee that it had held three media engagement seminars so far to train journalists in sensitive, dignified and responsible reporting of rape and gender-based violence cases.<\/p>\n
Officials of the Ministry of Human Rights briefed the committee that following a rise in reported gender-based violence cases from 2022 to 2024, special investigation units as well as women and child protection units had been further strengthened. The meeting was informed that officers had received specialised training and that the complaint redressal mechanism was being improved to ensure timely assistance to victims.<\/p>\n
Speaking at the meeting, Barrister Danyal Chaudhry underlined the need for greater awareness and clarity in the legal understanding of harassment. He said anti-harassment awareness campaigns should be launched in all public and private institutions so that every person is aware of their rights, responsibilities and legal limits.<\/p>\n
He said there must be no ambiguity in the legal definition of harassment, enabling both complainants and accused persons to clearly understand their rights and obligations under the law.<\/p>\n
Barrister Danyal also proposed wider publicity for the Ministry of Human Rights\u2019 1099 helpline and the 1121 child helpline through pamphlets, print media and other platforms to improve public access to these services.<\/p>\n
Committee member Shahida Rahmani suggested that a rape case should be presented before the committee as a case study to help prepare practical recommendations for the National Assembly.<\/p>\n
The Secretary of the Ministry of Human Rights informed the committee that fee-less trial systems for rape victims exist in several countries. The secretary suggested that Pakistan should examine the feasibility of introducing such a system to ensure safe, dignified and accessible justice for victims.<\/p>\n","protected":false},"excerpt":{"rendered":"
