The simulation aimed to sharpen cyclone preparedness by testing operational coordination, command procedures and decision-making under pressure while reflecting Pakistan’s geographic and coastal vulnerabilities.

The exercise drew a diverse international presence with participants from Thailand, China, Uzbekistan, Iran, Türkiye, Kazakhstan, Azerbaijan, Sri Lanka, Fiji, Bangladesh, Kyrgyzstan and Turkmenistan, alongside regional bodies such as ECO, multiple United Nations agencies and local non-governmental organizations. The hybrid format allowed overseas experts to join online while several delegations were present in Pakistan at the National Emergencies Operations Centre to engage in real-time scenario management.

All wings of NDMA actively engaged in responding to the simulated cyclone, coordinating logistics, information sharing and community outreach components of the exercise. International participants contributed technical expertise and constructive feedback that were recorded for follow-up training and procedural refinement. Emphasis throughout remained on practical steps to enhance cyclone preparedness across provincial and district response structures.

Beyond immediate operational gains, CISE 6/2025 provided a platform for exchanging best practices and promoting mutual learning with regional partners.
