He noted that CPEC has reshaped Pakistan\u2019s development trajectory and described the China\u2013Pakistan Action Plan 2025\u20132029 as a practical framework to expand cooperation in technology, digital economy, green development and industrial upgrading. Ambassador Mahmood also urged regional policymakers to consider leveraging China\u2019s global initiatives to address development and security deficits, and proposed a China-South Asia Summit process to strengthen regional economic architecture ahead of the 75th anniversary of diplomatic ties in 2026.<\/p>\n<p>The Chief Guest, <strong>Ambassador Imran Ahmed Siddiqui<\/strong>, Additional Foreign Secretary (Asia Pacific), highlighted the synergy between CPEC and Pakistan\u2019s Economic Transformation Plan URAAN. He said the second phase of CPEC will go beyond traditional infrastructure to promote collaboration in artificial intelligence, biotechnology, renewable energy and digital innovation, reinforcing the Pakistan China partnership as a driver of sustainable, 21st century growth.<\/p>\n<p>During the session on security cooperation, chaired by <strong>Ambassador Masood Khalid<\/strong>, experts discussed practical measures to bolster regional stability. Dr. Zahir Kazmi proposed maritime safety networks and CPEC resilience exercises, while Prof. Wang Zhen emphasized that education, youth empowerment and poverty reduction must complement defense measures. Prof. Huang Yunsong presented the Action Plan as a blueprint for institutionalized cooperation and stressed scholarships and training programmes to deepen people-to-people ties. Pakistani and Chinese analysts also flagged renewed militant threats and called for joint platforms for dialogue and shared threat assessments.<\/p>\n<p>In the economic cooperation session chaired by <strong>Ambassador Naghmana Hashmi<\/strong>, panellists outlined pathways to translate the Pakistan China partnership into broader regional prosperity. Dr. Ashfaque Hassan Khan proposed SAECO Plus (China) and recommended expanding CPEC outreach to Afghanistan, Central Asia, Iran and Azerbaijan to make the corridor truly regional. Speakers urged prioritizing digital connectivity, green infrastructure and renewable energy alongside industrial cooperation in electronics, agriculture and manufacturing.<\/p>\n<p>Chinese scholars at the seminar underscored Pakistan\u2019s shift from a geo-security to a geo-economic paradigm with CPEC as a key enabler. Calls for a more open and inclusive CPEC 2.0 highlighted the value of smaller, locally focused projects that deliver tangible benefits to communities and foster sustainable economic integration.<\/p>\n<p>Dr. Talat Shabbir, Director CPSC, reiterated the time-tested nature of Pakistan China partnership and reaffirmed CPEC\u2019s central role in strengthening Pakistan\u2019s economic foundations.
