On October 13, 2025, Senator Dr. Musadik Malik<\/strong>, Federal Minister for Climate Change and Environmental Coordination, met with Ms. Helene Paust<\/strong>, Deputy Head of Cooperation at the German Embassy in Islamabad, alongside representatives from the Global Green Growth Institute and the UNEP-CCC to advance Pakistan’s carbon market under the SPAR6C programme.<\/p>\n

The discussion focused on strengthening rules, pricing mechanisms and governance frameworks so Pakistan can move from readiness to implementation of a transparent and high-integrity carbon market. Participants emphasized the need for clear pricing structures and strong oversight to ensure that market signals translate into credible emissions reductions.<\/p>\n

Dr. Musadik Malik<\/strong> said, “Carbon markets are not just about trading credits, they're about valuing climate action fairly and ensuring that every ton reduced translates into real benefits for our people and our economy.” The comment underlined a commitment to designing a carbon market that delivers tangible social and economic outcomes across Pakistan.<\/p>\n

Under the Supporting Preparedness for Article 6 Cooperation (SPAR6C) programme, funded by the German federal government, the collaboration will support Pakistan in mobilizing climate finance, fostering innovation and aligning market mechanisms with global Article 6 guidance. Representatives from GGGI and UNEP-CCC discussed technical support and capacity building to implement pricing and registry infrastructure.<\/p>\n

Officials said development of robust governance and transparent pricing will help unlock investment for low-carbon projects and support Pakistan’s nationally determined contributions.
