The issue erupted after the PM&amp;DC\u2019s public notice on <strong data-start=\"451\" data-end=\"470\">22 October 2025<\/strong>, which stated that recognition of overseas universities was \u201cunder process\u201d \u2014 without publishing a list, clear criteria, or a completion timeline.<\/p>\n<p data-start=\"621\" data-end=\"1048\"><strong data-start=\"621\" data-end=\"639\">Dr. Rafey Sher<\/strong>, a representative of the <strong data-start=\"665\" data-end=\"701\">Foreign Medical Graduates (FMGs)<\/strong> community, warned that the ambiguity was putting the careers of thousands of qualified doctors at risk. \u201cPM&amp;DC has admitted that the process is ongoing, yet students who have already graduated or are nearing completion remain in limbo,\u201d he said. \u201cThe Council must urgently clarify which universities are recognized and how long this will take.\u201d<\/p>\n<p data-start=\"1050\" data-end=\"1402\">The PM&amp;DC notice also indicated that <strong data-start=\"1087\" data-end=\"1122\">provisional registration (PRMP)<\/strong> would only be issued to graduates of recognized universities. However, due to the lack of an updated recognition list, many FMGs are unable to secure registration or appear in the <strong data-start=\"1303\" data-end=\"1346\">National Registration Examination (NRE)<\/strong> \u2014 a prerequisite for practicing medicine in Pakistan.<\/p>\n<p data-start=\"1404\" data-end=\"1827\">Dr. Rafey criticized what he called \u201cpolicy inconsistency and administrative inertia,\u201d saying that decisions and notices issued without clear transitions were jeopardizing the futures of Pakistani medical students who have completed their studies abroad. \u201cPolicies that change mid-way, without proper transition or communication, are playing with the futures of hundreds of dedicated Pakistani medical students,\u201d he said.<\/p>\n<p data-start=\"1829\" data-end=\"2178\">FMGs have urged the PM&amp;DC to publish a <strong data-start=\"1868\" data-end=\"1950\">transparent, accessible, and regularly updated list of recognized institutions<\/strong> and to set a fixed timeline for completion of the ongoing verification process.
