The session was chaired by <strong>Ms. Umme Laila Azhar<\/strong>, Chairperson NCSW, and facilitated by <strong>Syed Raza Ali<\/strong>, CEO of PJN, bringing renewed momentum to survivor-centered protection reforms.<\/p>\n<p>Representatives from government protection institutions, national human rights bodies, law enforcement, legal aid providers, development partners and civil society attended to review existing coordination mechanisms. Participants included the District Judiciary, the Federation of Social Protection and Advocacy (FOSPAH), the Ministry of Human Rights, the National Commission for Rights of Children, the Law and Justice Commission of Pakistan, the Ministry of Law and Justice, the Anti-Rape Crisis Cell at PIMS and Polyclinic, NCERT, the Ministry of Religious Affairs, UNDP, UNICEF, UNFPA, UN Women and academic experts.<\/p>\n<p>The consultation focused on reviewing protection pathways, identifying gaps in services and coordination, and developing actionable strategies to strengthen survivor-centered GBV response systems. A central outcome was agreement to pilot a Gender Justice SafetyNet in the Islamabad Capital Territory as a model that can be replicated across other provinces, with specific attention to technology-facilitated gender-based violence and the digital dimensions of protection and evidence collection.<\/p>\n<p>Participants committed to establish integrated protection mechanisms, close data gaps and map protection pathways so survivors can access timely support and justice. Attendees also pledged joint advocacy to address legislative, policy and institutional weaknesses and to launch grassroots campaigns to rebuild public confidence in the justice system.<\/p>\n<p>The Gender Justice SafetyNet designed by PJN is a comprehensive, survivor-centered framework intended to ensure women, girls and other vulnerable groups have access to protection, support services and justice through an integrated, multi-layered system.
