Deputy Prime Minister and Foreign Minister <strong>Senator Mohammad Ishaq Dar<\/strong> served as the chief guest at the inaugural session while ISSI Director General <strong>Ambassador Sohail Mahmood<\/strong> welcomed regional delegates and highlighted the institute&#8217;s recent research outputs, including edited volumes, special reports, and the latest book on Operation Bunyanum Marsoos.<\/p>\n<p>Ambassador Sohail Mahmood argued that despite South Asia&#8217;s demographic weight and potential, the region remains constrained by political fragmentation, unresolved disputes, transnational terrorism and climate vulnerabilities. He urged a shift from zero-sum thinking to cooperative approaches, stressing that South Asia cooperation requires respect for sovereignty, building mutual trust, and creating new economic and connectivity synergies.<\/p>\n<p>In his inaugural address, DPM\/FM <strong>Senator Mohammad Ishaq Dar<\/strong> emphasized the urgent need to re-imagine relations across the region amid a fraught global environment, citing multiple conflicts including the ongoing Israeli onslaught against the Palestinian people. He recalled the recent 92-hour crisis between India and Pakistan as a stark reminder of how quickly tensions can escalate and warned against bloc politics while reaffirming Pakistan&#8217;s commitment to dialogue as the path to peaceful coexistence.<\/p>\n<p>Senator Ishaq Dar highlighted Pakistan&#8217;s active role as an elected member of the UN Security Council in promoting collective peace and security. He called for practical measures to strengthen resilience across South Asia, including enhanced water management and adoption of climate smart farming to mitigate food insecurity and the impacts of extreme weather events that disproportionately affect the region.<\/p>\n<p>Addressing security dynamics, he noted the complexity of a region where three nuclear powers coexist amid unresolved interstate disputes, conventional and nuclear arms build-ups and deep trust deficits.
