{"id":15215,"date":"2025-12-09T16:43:11","date_gmt":"2025-12-09T16:43:11","guid":{"rendered":"https:\/\/www.peakpoint.pk\/en\/2025\/12\/09\/ecc-decisions-energy-fiscal-reforms\/"},"modified":"2025-12-09T16:43:11","modified_gmt":"2025-12-09T16:43:11","slug":"ecc-decisions-energy-fiscal-reforms","status":"publish","type":"post","link":"https:\/\/www.peakpoint.pk\/en\/2025\/12\/09\/ecc-decisions-energy-fiscal-reforms\/","title":{"rendered":"ECC decisions push energy and fiscal reforms"},"content":{"rendered":"<p>The Economic Coordination Committee (ECC) of the Cabinet met at the Finance Division under the chairmanship of the Federal Minister for Finance &#038; Revenue, Senator Muhammad Aurangzeb, with Federal Ministers Ali Pervaiz Malik, Sardar Awais Ahmad Khan Leghari and Qaiser Ahmed Sheikh and senior federal secretaries in attendance.<\/p>\n<p>The ECC reviewed the Circular Debt Management Plan for FY 2025\u201326 presented by the Power Division and directed the Power Division, in coordination with the Finance Division, to prepare a medium-term plan to gradually reduce fiscal support. The Committee also asked the Power Division to institute a follow-up mechanism with distribution companies to ensure delivery of the targets committed to the government.<\/p>\n<p>The Committee approved amendments to vehicle import procedures that retain only the Transfer of Residence and Gift Schemes. Under the revised framework, commercial safety and environmental standards will apply to these schemes, the intervening import period will be extended from two to three years, and imported vehicles will remain non-transferable for one year.<\/p>\n<p>The ECC revised margins for oil marketing companies and petroleum dealers on MS and HSD, aligning adjustments with the National CPI for 2023\u201324 and 2024\u201325 and capping increases between 5 and 10 percent. The Committee decided that half of the approved increase will be paid immediately while the remaining half will be conditional on digitization progress, with the Petroleum Division required to report back by June 1, 2026.<\/p>\n<p>Concerns over public health led the ECC to approve restrictions on chloroform (Trichloromethane) imports, designating it as toxic and carcinogenic. Going forward chloroform will only be importable by pharmaceutical companies and only with a DRAP-issued no-objection certificate.<\/p>\n<p>The Committee considered a request from M\/s Ghani Glass for a concessionary gas\/RLNG tariff and found the request untenable, noting that such subsidies are no longer permissible while broader export-support measures are being pursued.<\/p>\n<p>On development and digital transformation funding, the ECC approved a Technical Supplementary Grant of PKR 1.28 billion for the Pakistan Digital Authority to support digital transformation across government departments. It also approved the release of technical supplementary funds for the Cabinet Division&#8217;s development expenditure for FY 2025\u201326 as proposed by the Interior and Narcotics Control Division and allocated Rs. 5 billion to the Housing and Works Division through a Technical Supplementary Grant for the current fiscal year.<\/p>\n<p>To resolve legacy liabilities, the ECC approved the creation of a special-purpose company to wind up PASSCO and settle its remaining obligations, authorizing incorporation, administrative and financial arrangements, necessary regulatory exemptions, and appointment of initial subscribers and interim management. The company will be dissolved once its mandate is fulfilled.<\/p>\n<p>The Committee also gave in-principle approval for the release of a budgetary allocation to PIA Holding Company Ltd. to meet pension and medical-related expenses of PIACL employees.
