He recalled the 2022 floods and noted that despite large pledges at international forums Pakistan secured only the Sindh Housing Initiative because the project was ready, transparent and monitored through satellite, underscoring that policy priorities must be matched by capable civil servants and domestic institutions.<\/p>\n<p><strong>Dr Shezra Mansab Khan Kharal<\/strong>, Minister of State for Climate Change, described COP outcomes as increasingly non binding but affirmed Pakistan&#8217;s resolve to act within its means. She called the newly submitted <em>NDC 3.0<\/em> a strong platform for engagement at the UNFCCC, highlighted Pakistan&#8217;s Climate Prosperity Plan presented in Bel\u00e9m and pointed to the rooftop solar PV revolution as evidence of national momentum toward clean energy and resilience.<\/p>\n<p><strong>Dr Abid Qaiyum Suleri<\/strong>, SDPI Executive Director, warned that Pakistan&#8217;s technical ministries, especially those handling food security, are becoming critical to the nation&#8217;s future yet remain undervalued. Citing the UNEP Emissions Gap Report and recent temperature anomalies, he said Islamabad winters are already roughly four degrees above historic averages and that rising heat threatens food security, manufacturing productivity, livestock survival and public behaviour, with heatwaves contributing to increased psychological stress and social friction.<\/p>\n<p><strong>Aisha Humera Chaudhary<\/strong>, Secretary Climate Change, said COP30 was a diplomatic win for the Global South and urged Pakistan to more sharply articulate adaptation needs. She noted that two major floods cost the country about 10 percent of GDP and identified the National Adaptation Plan, the Global Adaptation Goal framework and the pledge to triple adaptation finance as important gains to leverage domestically, particularly at provincial level.<\/p>\n<p><strong>Dr Shafqat Munir Ahmed<\/strong>, SDPI Deputy Executive Director, called for Pakistan to make COP31 the Water and Debt COP by centring the Himalayan cryosphere and advocating a global mechanism to shield climate vulnerable economies from debt spirals and unilateral trade pressures.
