On 17 December 2025 the Institute of Strategic Studies Islamabad hosted a senior delegation from Uzbekistan led by Eldor Sobirjonovich Tulyakov<\/strong>, Executive Director of the Development Strategy Center. The meeting, attended by Deputy Ambassador Rovshan Alimov<\/strong>, concluded with the signing of a Memorandum of Understanding between ISSI and the Development Strategy Center to deepen research collaboration and expert exchange and to institutionalise sustained academic engagement.<\/p>\n

Director General ISSI Ambassador Sohail Mahmood<\/strong> set out Pakistan\u2019s Vision Central Asia, a five-pronged framework encompassing political and diplomatic engagement, trade and investment, energy and connectivity, security and defence and people-to-people exchanges. He noted that Uzbekistan\u2019s reform-driven openness and connectivity ambitions closely align with Pakistan\u2019s priorities and pointed to steady progress under the Pakistan\u2013Uzbekistan Strategic Partnership, the Transit Trade Agreement, advancing plans for regional links such as the Trans-Afghan Railway and growing business-to-business engagement that are strengthening Pakistan Uzbekistan cooperation.<\/p>\n

Ambassador Mahmood also highlighted the enduring cultural, religious and spiritual affinities between the two countries and observed that 2026 will be of special significance as it marks the 500th anniversary of the Mughal Empire\u2019s founding by Zahir-ud-Din Babur of the Ferghana Valley. He underlined that shared heritage provides a strong civilisational basis for deeper people-to-people ties and tourism promotion.<\/p>\n

Executive Director Tulyakov acknowledged the deep historical and cultural bonds and welcomed the expanding scope of bilateral cooperation. He praised Pakistan\u2019s offer of access to its seaports as an important step to enhance Uzbekistan\u2019s trade connectivity and proposed further broadening of cooperation through improved air links, expanded academic and scholarly exchanges and joint promotion of tourism to benefit both societies.<\/p>\n

The Memorandum of Understanding signed by ISSI and the Development Strategy Center charts joint research initiatives, expert exchanges, collaborative publications and regular scholarly engagement. Delegates emphasised that the MoU will create a platform for think-tank collaboration that converts policy dialogue into actionable research supporting transit trade, connectivity projects and long-term strategic coordination between Islamabad and Tashkent.<\/p>\n

By formalising these institutional links, the partnership aims to accelerate people-to-people contacts, strengthen academic networks and support pragmatic measures that advance Pakistan Uzbekistan ties across trade, connectivity and cultural cooperation.<\/p>\n","protected":false},"excerpt":{"rendered":"
