{"id":15446,"date":"2025-12-18T10:32:38","date_gmt":"2025-12-18T10:32:38","guid":{"rendered":"https:\/\/www.peakpoint.pk\/en\/2025\/12\/18\/strengthening-gender-responsive-laws-parliament\/"},"modified":"2025-12-18T10:32:38","modified_gmt":"2025-12-18T10:32:38","slug":"strengthening-gender-responsive-laws-parliament","status":"publish","type":"post","link":"https:\/\/www.peakpoint.pk\/en\/2025\/12\/18\/strengthening-gender-responsive-laws-parliament\/","title":{"rendered":"Strengthening Gender Responsive Laws in Parliament"},"content":{"rendered":"<p>Islamabad, 18 December 2025 \u2014 The Women\u2019s Parliamentary Caucus (WPC) of the National Assembly, in collaboration with the Pakistan Institute for Parliamentary Services (PIPS), UN Women, UNDP and the Shaoor Foundation, organised a focused workshop to advance gender responsive laws and sharpen legislative scrutiny across parliamentary practice.<\/p>\n<p>Mr. Asim Khan Goraya, Executive Director of PIPS, opened the day by welcoming members of the WPC and development partners, underlining the central role of parliamentary institutions in translating policy priorities into enforceable law. He acknowledged the organisational support of Dr. Shahida Rehmani, Secretary of the Women\u2019s Parliamentary Caucus and MNA, and highlighted the technical collaboration with UN Women led by Mr. Jamshed M. Kazi.<\/p>\n<p>Dr. Shahida Rehmani used her keynote to reiterate the caucus\u2019s cross-party commitment to strengthen pro-women legislation. She stressed that well drafted and enforceable statutes are essential if gender responsive laws are to deliver concrete socio-economic benefits for women across Pakistan, and called for active engagement from all stakeholders to build consensus and improve legislative review.<\/p>\n<p>Mr. Jamshed M. Kazi, Country Representative of UN Women, emphasised the shift from moral arguments to legal realities, noting that robust institutions and capacity within parliament are critical to ensure that gender responsive laws are both drafted effectively and implemented reliably.<\/p>\n<p>The technical programme brought parliamentary and drafting experts together. Mr. Muhammad Khashih ur Rehman, Draftsman and Additional Secretary at the Ministry of Law and Justice, led a session on practical tools and techniques for legislative scrutiny, with a particular focus on analysing bills through a gender responsive lens. Syed Shamoon Hashmi, Special Secretary of the National Assembly, shared pragmatic approaches to building consensus for pro-women laws based on parliamentary experience.<\/p>\n<p>In a hands-on afternoon workshop, Mr. Sheikh Sarfraz Ahmed, Senior Drafting Specialist, guided participants through drafting methods to embed gender considerations directly into legislative text. The sessions emphasised how technical drafting choices and scrutiny practices can make gender responsive laws more enforceable and effective in everyday life.<\/p>\n<p>The closing remarks from Ms. Van Nguye, Deputy Resident Representative at UNDP, and Mr. Syed Ali Hameed, Founder and Chairperson of SFEA, underlined the need for coordinated action between parliament, development partners and civil society to ensure implementation and oversight.
