The forum focused on how rigid subject groups affect student mobility and access to higher education, and explored options to move toward a more flexible, subject-based approach.<\/p>\n<p>The meeting, chaired by Executive Director Dr Ghulam Ali Mallah, highlighted cases where students who passed the bulk of science subjects were nonetheless issued equivalence under humanities due to existing classifications. Participants examined how the present subject groups system can produce unintended barriers for students seeking university admission.<\/p>\n<p>Stakeholders discussed proposals to eliminate fixed groups such as Engineering and Medical and to adopt a subject-based pathway where universities and regulatory bodies determine eligibility based on the specific subjects a student has passed. Emphasis was placed on ensuring that changes to subject groups support clear, fair admission criteria and align with international best practices.<\/p>\n<p>Representatives from the Higher Education Commission, Pakistan Medical &amp; Dental Council, the National Curriculum Council and provincial curriculum authorities, exam boards and other concerned bodies took part in deliberations. Many endorsed removing rigid groupings at the SSC and HSSC levels and recommended unbundling subjects to give students greater choice and clearer progression routes. BISE Quetta and several provincial curriculum authorities joined the meeting online.<\/p>\n<p>To advance reforms, a national joint working group with representatives of the relevant stakeholders was constituted to develop detailed recommendations for the next consultative meeting.
