The Committee confirmed the minutes of its previous session and asked for a compliance report on recommendations from the 08 August 2025 meeting to be presented at the next sitting.<\/p>\n<p>The Parliamentary Secretary for the Petroleum Division briefed members on the recent appointment of the Chairman of the Corporate Social Responsibility Committee. The Chair recalled that a Sub-Committee had earlier examined the composition, funding and utilization of CSR funds and conveyed recommendations to the Petroleum Division, including revised allocation and utilization mechanisms aligned with the Petroleum Policy 2013.<\/p>\n<p><strong>Syed Naveed Qamar, MNA<\/strong> advised that the Chairman of the CSR Committee should preferably be an MNA from a district with higher gas exploration activity. The Chair expressed concern that CSR funds were not being effectively utilized under the current composition and urged a new committee structure to ensure transparent and efficient use of the funds in line with earlier recommendations.<\/p>\n<p>The Additional Secretary of the Petroleum Division informed the Committee that the Ministry of Industries and Production had been consulted and relevant documents shared with the Minister for the Petroleum Division. The Ministry has been asked to come prepared for a detailed discussion at the next meeting. The Committee also recommended that CSR provisions in the Petroleum Policy 2013 be compared with other policies and that a report proposing the incorporation of a renewable component be submitted to the Committee.<\/p>\n<p>Members reviewed a detailed presentation on funds deposited by Exploration and Production companies for training under the Petroleum Exploration and Production Policy 2012 and examined their utilization over the past three years. Agenda Item No. 04, a briefing by Sui Southern Gas Company Limited and Sui Northern Gas Pipelines Limited on commercial arrangements with private sector entities, was deferred for a later meeting.<\/p>\n<p>The Committee directed that a report be prepared on action taken against employees of the Petroleum Division in Balochistan accused of involvement in gas theft and meter tampering. The Honourable Minister informed members that domestic gas supply is being enhanced under directions from the Prime Minister, that there will be no increase in gas prices during winter, and that circular debt has been reduced. He added that Sui gas meters will now be installed upon payment of the prescribed standard fee.<\/p>\n<p>Committee members also requested that provincial reports on CSR fund utilization be obtained and placed before the Committee at its next meeting. Emphasizing the need for capacity building and institutional strengthening, the Committee asked for a progress update on the restructuring of the Directorate General of Petroleum Concessions with timelines and financial implications to be presented in a forthcoming session.<\/p>\n<p>The meeting was attended by Members of the National Assembly including <strong>Anwar Ul Haq Chaudhary<\/strong>, <strong>Shaista Khan<\/strong>, <strong>Mian Khan Bugti<\/strong>, <strong>Haji Jamal Shah Kakar<\/strong>, <strong>Syed Naveed Qamar<\/strong>, <strong>Asad Alam Niazi<\/strong>, <strong>Salahuddin Junejo<\/strong> and <strong>Muhammad Moin Aamer Pirzada<\/strong>, alongside senior officers from the Petroleum Division, SSGCL, SNGPL and OGRA.
