Policymakers, researchers and practitioners examined institutional reforms, legislative priorities and persistent implementation gaps that limit effective climate action at local and district levels.<\/p>\n<p><strong>Amb Jauhar Saleem<\/strong>, President IRS, opened the session with a stark reminder that global temperatures are now as warm as at any point in the last 125,000 years, a trend that threatens ecosystems, food security and regional stability. His remarks set the tone for discussions on why durable climate governance is essential to manage escalating risks and to translate international commitments into local results.<\/p>\n<p>Senator Zarqa Suharwardy Taimur highlighted the fragmented policy landscape in Pakistan, noting how contradictory decisions undermine long-term carbon markets and adaptation efforts. She stressed that while Pakistan participates actively in international negotiations and accesses climate finance, the lack of devolved authority and weak district-level capacity prevent meaningful implementation of climate governance on the ground.<\/p>\n<p>Drawing on recent flood experiences, participants pointed to unregulated urban expansion along riverbeds and its disproportionate effects on the most vulnerable, including women and persons with disabilities. Senator Zarqa urged urgent reform of agricultural and water-use practices in a country facing intensifying water stress, arguing that resilient local institutions are the first line of defence against climate shocks.<\/p>\n<p><strong>Talha Tufail Bhatti<\/strong>, Lead of the Climate Governance &#038; Policy Program at IRS, warned that political polarization and declining institutional trust make it essential for climate governance to move beyond electoral cycles. He called for a mindset shift toward intentional planetary stewardship, so policies can sustain long-term priorities such as flood resilience, equitable resource allocation and accountable local governance.<\/p>\n<p>The dialogue concluded with a consensus that strengthening climate governance requires legal and administrative reforms to empower district authorities, streamline implementation of climate finance, and integrate water and agricultural planning with disaster risk reduction.
