During the discussions it was agreed that the passing percentage for Foreign Medical Graduates will be standardized at 50 percent, aligning FMG standards with local graduates and international practice.

PMDC clarified that doctors who enrolled and graduated before the implementation of the ECFMG criteria will be eligible to sit examinations, provided their universities are recognized by WHO, WWCAN and the World Health School Directory. FMG representatives will share official enrollment and graduation data to support this verification.

Universities and teaching hospitals will receive official directives to provide paid house job positions and to allocate specific seats for FMGs, with examples discussed such as setting aside seats per hospital across provinces to safeguard opportunities for foreign-qualified doctors.

The PRMP issue will be taken up at council level with assurances that no law will be applied retrospectively and that PRMP and full license processes will proceed without unnecessary delay, applying equally to all candidates.

Improvements to the examination regime announced included a published annual exam schedule, four exam sittings per year, public upload of exam keys and coordination with NUMS to ensure fair implementation. A special request to include sample or poll questions for NUMS exams was welcomed to aid candidate preparation and transparency.

To remove undue barriers, PMDC agreed to eliminate mandatory stations and to lift limits on the number of attempts, bringing the assessment framework closer to international norms. A Special Facilitation Center for Foreign Medical Graduates and foreign-qualified doctors will centralize degree, house job and university verification and reduce repetitive checks to a single verification step.

Regarding NRE outcomes, of 1,500 candidates who cleared NRE-2 only 450 have so far applied for permanent licences; FMGs who have not yet applied are urged to submit their applications and may seek assistance for the process. Candidates who passed NRE-1 but were previously prevented from taking NRE-2 due to retrospective policy changes will now be allowed to appear in NRE-2.

PMDC asked FMG representatives to remain in contact for follow-up and implementation. The Registrar’s clear message that “Our mission is to facilitate students, not to discriminate against them” was highlighted by attendees, and FMG groups expressed appreciation for the prompt, constructive response from the Examination, Licensing and Legal departments.

PMDC meeting secures 50% passing standard, paid house jobs, facilitation centre and four annual exams for FMGs.
