Their courage ensures transparency and accountability, vital pillars of any democracy. Today, I, Amir Ahsan Khan, call upon the Government of Pakistan to fulfill its promise and deliver justice for my role as a national whistleblower.<\/p>\n<p>In 1997, the PMNL government, through the Ehtesab Ordinance (section 33-A), assured whistleblowers a reward of 10% of the recoveries made by the Ehtesab Cell. Answering this national call, I exposed the financial misappropriation by the Schon Group, Karachi. My efforts led to the recovery of over Rs. 3 billion by the government. Prime Minister Mian Muhammad Nawaz Sharif personally assured me of the promised reward and recognition during a phone conversation in 1998.<\/p>\n<p>The journey began with the promulgation of the Ehtesab Ordinance in 1997, under which the government sought to eradicate corruption by incentivizing whistleblowers. The ordinance stipulated that whistleblowers were entitled to 10% of the recoveries made due to their disclosures. Motivated by this, I uncovered and reported significant financial misappropriation by the Schon Group in Karachi. This was not just an act of civic duty but a response to the government\u2019s call for action against corruption.<\/p>\n<p>My disclosure was not a trivial accusation. It was backed by substantial evidence, leading to the recovery of over Rs. 3 billion. This significant amount underscores the gravity of the corruption I unveiled and the substantial benefit my actions brought to the national treasury.<\/p>\n<p>According to the Ehtesab Ordinance, my due reward was 10% of the recovered Rs. 3 billion, amounting to Rs. 300 million. However, instead of honoring this commitment, I was coerced by Mr. Saif-ur-Rehman, then Chairman of the Ehtesab Cell, to accept a mere Rs. 5 million. My refusal to sign a receipt for this paltry amount resulted in a prolonged struggle for justice.<\/p>\n<p>The promise made by Prime Minister Mian Muhammad Nawaz Sharif during a phone conversation in 1998 was clear and unequivocal. He assured me of the 10% reward, a recognition of my role in recovering the embezzled funds. However, the reality I faced was starkly different. Mr. Saif-ur-Rehman, then Chairman of the Ehtesab Cell, attempted to coerce me into accepting a mere Rs. 5 million instead of the promised Rs. 300 million. My refusal to accept this amount and sign a receipt for it has led to a protracted battle for justice.<\/p>\n<p>Despite presenting irrefutable evidence to the National Accountability Bureau (NAB) on August 16, 2012, and receiving verbal promises of resolution from Brigadier (R) Musadiq Abbasi, the then Director of NAB, my reward remains ungranted. The acknowledgment of my role by Mr. Hassan Waseem Afzal, then Joint Secretary of the Ehtesab Cell, on national television further validates my claim.<\/p>\n<p>My efforts and the subsequent struggle have been well-documented and publicized. The media has highlighted my plight multiple times over the past 26 years, yet justice remains elusive. This prolonged neglect undermines the integrity of the whistleblower protection framework and discourages future whistleblowers.<\/p>\n<p>Whistleblowers like myself are pivotal in the fight against corruption. The United Nations Convention Against Corruption (UNCAC) mandates the protection of whistleblowers, emphasizing the need for legal measures to safeguard those who report in good faith. It is time for Pakistan to honor these principles.<\/p>\n<p>The failure to honor the promised reward not only disheartens those who risk their lives to expose corruption but also sets a dangerous precedent. It signals to potential whistleblowers that their sacrifices may go unrecognized and unrewarded, thereby discouraging them from coming forward. This undermines the very fabric of accountability and transparency that is essential for a functioning democracy.<\/p>\n<p>Recognizing and rewarding whistleblowers is not only a legal obligation but a moral imperative to uphold the principles of transparency and accountability. The Ehtesab Ordinance was designed with the intent to promote whistleblowing by offering substantial incentives. By failing to fulfill this promise, the government is reneging on its commitment to combat corruption.<\/p>\n<p>The moral obligation to honor whistleblowers stems from the recognition of their critical role in safeguarding public interests. Whistleblowers often face significant personal and professional risks. They expose themselves to retaliation, harassment, and legal battles, all in the interest of public good. It is imperative that the government acknowledges these sacrifices and rewards them accordingly.<\/p>\n<p>The United Nations Convention Against Corruption (UNCAC) emphasizes the need for robust legal frameworks to protect whistleblowers. Pakistan, as a signatory to this convention, has an obligation to implement these standards. The UNCAC recommends the establishment of comprehensive whistleblower protection mechanisms that include provisions for rewards and safeguards against retaliation.<\/p>\n<p>By aligning with international standards, Pakistan can ensure that its anti-corruption efforts are effective and credible. The protection and incentivization of whistleblowers are crucial components of any robust anti-corruption framework. It is essential that the government takes concrete steps to uphold these principles and deliver justice for whistleblowers like myself.<\/p>\n<p>June 23, World Whistleblowers Day, reminds us of the vital role whistleblowers play in our society.
