The details were placed before the Senate by Housing and Works Minister Mian Riaz Hussain Pirzada in response to a question by Senator Muhammad Talha Mahmood, showing that thousands of allottees may continue to wait as several projects have no fixed completion date unless work restarts.<\/p>\n<p>The information was shared during the Senate question answer session after Senator Muhammad Talha Mahmood asked the Minister for Housing and Works to provide the number, names, locations and launching dates of FGEHA housing projects that remain incomplete. He also asked for the percentage of work completed, the present stage of each project and the expected completion time.<\/p>\n<p>According to the official reply, <strong>Green Enclave-1<\/strong> Housing Scheme in Bara Kahu, Islamabad, is among the delayed projects. Its joint venture agreement was signed in 2009, while the consent letter was issued in 2015. Development work started in December 2019, but only 54 percent physical progress has been reported by the consultant. The project is currently halted due to an ongoing dispute, and negotiations with the joint venture partner are still under process. The expected completion time is one and a half years after development work starts again.<\/p>\n<p><strong>Sky Garden Housing Scheme<\/strong> in Bara Kahu, Islamabad, was launched in 2020. Development work on Phase-1A started in February 2023, while Phase-1B started in August 2023. The official record shows 42 percent progress in Phase-1A and 43 percent progress in Phase-1B. Work is currently in progress, and the project is expected to be completed in 2027.<\/p>\n<p>The <strong>F-14\/15 project<\/strong> in Islamabad was launched in 2015, but development work started much later. According to the Senate record, work commenced in February 2026 and physical progress is only 3.95 percent. The project is currently in progress and is expected to be completed in 2029. The low progress has raised serious questions about long delays in starting development work.<\/p>\n<p>The <strong>Park Road project<\/strong>, also known as Margalla Orchards, is located on Park Road, Islamabad. It was launched in 2017, while development work started in September 2025. The reply stated that the project is to be developed by DHA and is currently in progress. Its expected completion year is 2028.<\/p>\n<p><strong>Kashmir Avenue Apartment<\/strong> project in Sector G-13, Islamabad, was launched in 2020. Development work started in May 2020, but the project is presently halted. The Senate was told that work will restart subject to a decision of the High Court. Physical progress is only 16.27 percent. The current status shows that tendering is under process for Tower A, but the contractor has approached the Islamabad High Court over a PPRA decision. The project is expected to take three years after recommencement.<\/p>\n<p><strong>Chaklala Heights Apartments<\/strong> in Chaklala, Rawalpindi, was launched in 2020, and development work started in August 2023. It has shown 55.60 percent progress, making it one of the more advanced projects in the list. The Senate was informed that C type apartments are under construction, and the project is expected to be completed in 2027.<\/p>\n<p><strong>Skyline Apartments<\/strong>, located near the new airport in Islamabad, was also launched in 2020. Development work started in May 2020, but the project is presently halted. Its physical progress is only 24 percent. The current status shows that re planning of the project is underway. The expected completion time is three years after recommencement, subject to approval by the Executive Board.<\/p>\n<p><strong>Lifestyle Residency Apartments<\/strong> in the Mauve Area of Sector G-13, Islamabad, was launched in 2016. The official record shows 30 percent progress on 10 acres. Development work is expected to begin by July 2026, subject to a satisfactory response to the RFQ or approval of PC-1 by the competent authority. The current status shows that PC-1 has been approved and the consultant has been directed to explore public private partnership options. The project is expected to take three years after recommencement.<\/p>\n<p><strong>Sub Sector G-14\/1 in Islamabad<\/strong> appears to be one of the oldest pending schemes in the list. It was launched in 2005, but the official record does not show development commencement or physical progress. The current status states that the NIT and technical sanction of the project have been approved. The expected completion time is two and a half years after commencement of work.<\/p>\n<p>The Senate record shows that several <strong>FGEHA<\/strong> projects are facing major delays despite being launched years ago. Some schemes are stuck because of disputes, some because of court proceedings, some because of re planning, and some because development work started very late. The most alarming cases include Sub Sector G-14\/1, which was launched in 2005, <strong>Green Enclave-1<\/strong>, where the joint venture agreement was signed in 2009, and F-14\/15, which was launched in 2015 but has only 3.95 percent progress.<\/p>\n<p>The reply also shows that many completion timelines depend on recommencement of work rather than a confirmed calendar date. This means that allottees and federal government employees may have to wait longer if disputes, approvals and court matters are not resolved quickly.<\/p>\n<p>The issue has again highlighted concerns over delayed housing schemes, weak project planning and slow execution in federal housing projects.
