The high-level ceremony at the M\u00f6venpick Hotel brought together industry leaders, regulators and government officials to move policy into practical industrial projects.<\/p>\n<p><strong>Syed Mustafa Kamal<\/strong>, Federal Minister for National Health Services, described the agreements as a historic milestone for Pakistan\u2019s pharmaceutical sector, emphasizing that API manufacturing and technology transfer are central to achieving healthcare self-reliance. He said local production of pharmaceutical raw materials will improve medicine affordability and long-term supply security.<\/p>\n<p>The minister highlighted two flagship pacts as strategically important: a technology transfer and investment partnership between Unichem Pharmaceuticals Pakistan and China\u2019s Xinxu Group valued at approximately Rs 10 billion, and a cooperation agreement involving Lucky Core Group and Chinese partners that includes vaccine manufacturing components. The Unichem project begins formal technology transfer to enable local production of critical APIs, notably Omeprazole API, nearly 95 percent of which has historically been imported into Pakistan.<\/p>\n<p>Officials underlined that while Pakistan already exports medicines to more than 50 countries, dependence on imported raw material remains a major vulnerability. The agreements aim to expand API manufacturing capacity, conserve foreign exchange and strengthen resilience against global supply disruptions.<\/p>\n<p>The summit also focused on vaccines, including poultry and veterinary products, with speakers pointing out that Pakistan currently imports roughly US$4.5 million of poultry vaccines and faces growing future vaccine financing needs. The minister noted that Pakistan provides vaccines free for 13 diseases today but may need to finance around US$1.2 billion annually after 2030 unless local vaccine production capacity is developed.<\/p>\n<p>Government speakers stressed institutional readiness for increased manufacturing. A comprehensive National Vaccine Policy has been approved by the federal cabinet, the National Institute of Health is being activated for development and manufacturing support, and regulators are working to reach WHO Level 3 recognition to open access to more than 150 international markets.<\/p>\n<p>Drug Regulatory Authority of Pakistan officials described a shift toward facilitative regulation that supports investment while protecting public health standards.
