Senator Natasha Daultana warned that a large share of Overseas Employment remains controlled by private OEPs, exposing workers to illegal fees, misleading contracts and fraudulent recruitment despite the Emigration Ordinance, 1979.<\/p>\n<p>Minister for Overseas Pakistanis and Human Resource Development Chaudhary Salik Hussain confirmed the Bureau of Emigration &#038; Overseas Employment regulates licensed promoters, but unauthorised subagents continue to operate and put thousands at risk. The government has increased public sector placements via the Overseas Employment Corporation, raising Saudi placements from 452,562 in 2024 to 530,256 in 2025. Japan placements rose from 1,518 to 2,210 across IT, manufacturing, healthcare and technical trades, while Italy\u2019s Decreto Flussi offers 10,500 quotas for 2026\u20132028 covering agriculture, construction, healthcare, hospitality, logistics and ICT. Overall overseas employment demand stands at about 140,688 vacancies, with 133,730 handled by private OEPs and 6,958 through the OEC.<\/p>\n<p>To rein in malpractice, authorities have tightened licensing, inspections and monitoring of recruiters and introduced rigorous verification of visas and employment documents. Demand letters are being scrutinised and coordination with foreign missions strengthened, while violations can lead to FIR registration, licence cancellations, forfeiture of security deposits and refunds to affected emigrants. Public awareness campaigns are informing citizens about legal recruitment channels, the risks of illegal migration and safe migration procedures.<\/p>\n<p>Centralised digital systems are being rolled out to track Overseas Employment end to end, including an integrated Management Information System, biometric verification, computerized emigration clearance and online complaint handling to improve transparency and oversight of the recruitment pipeline.<\/p>\n<p>Property encroachments affecting overseas Pakistanis are being tackled through the Overseas Pakistanis Foundation\u2019s Online Complaint Management System linked with the Pakistan Citizen Portal. The OCMS connects 11,223 officers from 6,285 departments, including 86 embassies, high commissions and consulates, to process grievances. Encroachment complaints are being forwarded to housing authorities, district administrations, revenue departments and law enforcement agencies for resolution, with key involvement from Punjab Police, the Anti Corruption Establishment Punjab, the Criminal Control Department Punjab and the Board of Revenue Punjab.<\/p>\n<p>Special courts have been established to adjudicate overseas property disputes. Islamabad now has benches at the High Court and designated Special Judges for East and West districts under the Special Court (Overseas Pakistanis\u2019 Property) Act, 2024. Punjab has enacted the Special Courts Act, 2025 and designated judges across districts. Khyber Pakhtunkhwa has forwarded a draft bill for approval, Balochistan has enacted its Special Courts Act though judges are yet to be designated, and Sindh is deliberating a draft bill at the Chief Minister\u2019s level.<\/p>\n<p>Officials say sustained oversight, digital monitoring and strengthened legal remedies are central to protecting emigrants and their assets.
