The new <strong>RTI SOP<\/strong> codifies the steps for requesting, receiving and processing information to ensure consistent accountability and timely responses by designated officials.<\/p>\n<p>Under the SOP, all federal public bodies must appoint Public Information Officers who will manage requests submitted in writing, whether in person, by post, email, fax or via an online form. Each application may include up to five questions and applicants are not required to provide reasons for seeking information. The procedure emphasizes accessibility while preserving lawful restrictions on disclosure.<\/p>\n<p>On receipt the Public Information Officer acknowledges the request, records it in a central registry and monitors progress from submission to provision. Records are tracked both manually and digitally, with detailed entries for fees paid, exemptions applied and reasons for partial or full denial, ensuring an auditable trail for each case.<\/p>\n<p>Applications are to be scrutinized within three working days, after which the PIO either accepts the request subject to the prescribed fee or seeks approval from the Secretary or Chairman of the Senate for refusal as provided in Section 7 of the Act. Once approval is in place the SOP requires delivery of information within one day accompanied by a certified declaration of authenticity. Where extensive research is needed a single extension of ten days is permitted, while matters affecting life or liberty are prioritised with responses due within three working days.<\/p>\n<p>The SOP sets out a clear appeal mechanism for dissatisfied applicants, with appeals directed to the Pakistan Information Commission which has the power to summon PIOs and require justification for refusals or partial disclosures. The Secretariat&#8217;s litigation and HRM departments are assigned to monitor compliance and pursue remedies, including measures to prevent contempt proceedings where necessary.<\/p>\n<p>Further measures include proactive disclosure of material on the Senate website, transmission of requests to relevant departments or cells within five days and final approval by the Secretary or Chairman within two days of receiving a record. The procedure prescribes rigorous documentation for correspondence and the issuance of certified copies to applicants to maintain transparency across parliamentary operations.<\/p>\n<p>Applicants must submit complete identification details including name, CNIC, profession, contact information and address, and follow fee and undertaking requirements that the information will be used for personal purposes only and not sold or shared without prior permission.
