ISLAMABAD: Jamaat-e-Islami Islamabad Ameer Engineer Nasrullah Randhawa has said that immediate local government elections and the restoration of an elected city government are the only sustainable answer to the serious civic problems facing the federal capital.<\/p>\n
Addressing the \u201cIslamabad Governance Convention 2026\u201d at the Islamabad Chamber of Commerce and Industry, he said scattered powers had contributed to the deterioration of the capital. He said those speaking of introducing a new system should first give the citizens of Islamabad their right to an elected representative government.<\/p>\n
Randhawa said the Capital Development Authority had become an \u201celephant\u201d and that bad governance was the core issue confronting Islamabad. He maintained that the CDA, ICT Administration and Metropolitan Corporation Islamabad should not remain trapped in poor governance under one individual\u2019s control.<\/p>\n
The convention was attended by PML-N leaders Tariq Fazal Chaudhry and Anjum Aqeel, PPP leader Syed Nayyer Hussain Bukhari, as well as bureaucrats, business figures and office-bearers of bar associations.<\/p>\n
Citing figures, the JI Islamabad chief said basic urban facilities in the capital were almost non-existent. He said Islamabad required 283 million gallons of water daily, while only 62 million gallons were available. He added that around 50 percent of the city consisted of unplanned settlements, while practically only one government hospital was available for patients from Islamabad and across Pakistan.<\/p>\n
He said the drainage and sewerage system was facing a severe crisis, while the outdated patwar system was still in place for land records. Randhawa said a province could be created, but powers must be devolved to the lower level. He added that until civic government was restored, powers were transferred and the Metropolitan Corporation was made functional, the city\u2019s problems would remain unresolved.<\/p>\n
Randhawa demanded immediate local bodies elections in Islamabad, institutional reforms within the CDA to make it financially autonomous, and a fair distribution of powers and resources down to the grassroots level.<\/p>\n
He also called for implementation of a three-point agenda based on digitalisation, democracy and development. He said Islamabad would have to be brought under a 3D model along with an equitable distribution of resources among citizens.<\/p>\n
He said that by making the relevant institutions financially independent, devolving powers to the lower level, ensuring fair distribution of resources and working on long-term plans, Pakistan\u2019s capital could be placed among the model cities of the world.<\/p>\n","protected":false},"excerpt":{"rendered":"
