Islamabad, October 28, 2026: The Higher Education Commission (HEC) Pakistan has upgraded its Enterprise Resource Planning (ERP) system from SAP ECC 6.0 to SAP S\/4HANA under the World Bank-funded Higher Education Development in Pakistan (HEDP) Project.<\/p>\n
The upgradation, along with the training of 86 HEC employees, has been described as an important step towards modernising institutional operations, improving financial management and strengthening technology-enabled governance.<\/p>\n
According to HEC, the upgraded SAP platform has been operational since October 2025. It brings together major institutional functions, including Financial Accounting, Funds Management, Project Systems, Materials Management, Procurement, Inventory and Asset Management, and Plant Maintenance.<\/p>\n
The system also provides automated billing and revenue management for HEC services, including the Pakistan Education & Research Network (PERN), Digital Library and HEC Guest Houses. These modules are aimed at streamlining workflows, improving transparency and financial oversight, reducing manual processes and enhancing institutional efficiency.<\/p>\n
In the next phase, HEC plans to further operationalise SAP Human Capital Management (HCM) and deploy Employee Self-Service (ESS) licences. This will allow employees to access digital services through SAP Fiori-based portals for leave, NOC, medical and pension management, along with other human resource functions.<\/p>\n
Further improvements in business planning, analytics and management dashboards are also planned to support integrated reporting and evidence-based decision-making.<\/p>\n
As part of the digital transformation process, HEC organised a certificate distribution ceremony to acknowledge 86 employees who completed specialised SAP S\/4HANA training.<\/p>\n
Executive Director HEC Dr. Zia Ul Haq distributed certificates among the participants. Speaking on the occasion, he highlighted his vision of using technology as a key driver of institutional modernisation, promoting a digital-first approach, expanding paperless workflows and e-services, and encouraging data-based decision-making through reliable information and analytics.<\/p>\n
Dr. Zia Ul Haq appreciated the collective efforts made for the SAP upgrade and stressed the need to develop in-house expertise, institutional ownership and sustained use of digital systems.<\/p>\n
