The announcement was made by <strong data-start=\"472\" data-end=\"568\">Special Assistant to the Prime Minister on Industries and Production, Mr. Haroon Akhtar Khan<\/strong>, during a press conference in Islamabad.<\/p>\n<p data-start=\"611\" data-end=\"1058\">Calling the policy a \u201c<strong data-start=\"633\" data-end=\"659\">historic turning point<\/strong>,\u201d Mr. Akhtar stated that the NEV Policy aligns with the <strong data-start=\"716\" data-end=\"790\">Prime Minister\u2019s vision of clean, sustainable, and affordable mobility<\/strong> while accelerating <strong data-start=\"810\" data-end=\"837\">local industrial growth<\/strong> and ensuring <strong data-start=\"851\" data-end=\"879\">environmental protection<\/strong>. \u201cThe transport sector is a major emitter of carbon in Pakistan,\u201d he said. \u201cThis policy is critical for addressing both our <strong data-start=\"1004\" data-end=\"1021\">climate goals<\/strong> and <strong data-start=\"1026\" data-end=\"1056\">energy security challenges<\/strong>.\u201d<\/p>\n<h3 data-start=\"1060\" data-end=\"1098\">Key Targets and Impact Projections<\/h3>\n<p data-start=\"1100\" data-end=\"1242\">Under the policy, the government aims for <strong data-start=\"1142\" data-end=\"1209\">30% of all new vehicles sold in Pakistan by 2030 to be electric<\/strong>. This transition is expected to:<\/p>\n<ul data-start=\"1243\" data-end=\"1498\">\n<li data-start=\"1243\" data-end=\"1349\">\n<p data-start=\"1245\" data-end=\"1349\"><strong data-start=\"1245\" data-end=\"1290\">Save 2.07 billion liters of fuel annually<\/strong>, equating to nearly <strong data-start=\"1311\" data-end=\"1348\">USD 1 billion in foreign exchange<\/strong>.<\/p>\n<\/li>\n<li data-start=\"1350\" data-end=\"1400\">\n<p data-start=\"1352\" data-end=\"1400\"><strong data-start=\"1352\" data-end=\"1399\">Reduce carbon emissions by 4.5 million tons<\/strong>.<\/p>\n<\/li>\n<li data-start=\"1401\" data-end=\"1498\">\n<p data-start=\"1403\" data-end=\"1498\"><strong data-start=\"1403\" data-end=\"1469\">Cut healthcare costs by approximately USD 405 million per year<\/strong> due to improved air quality.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"1500\" data-end=\"1536\">Fiscal Year 2025\u201326 Subsidy Plan<\/h3>\n<p data-start=\"1538\" data-end=\"1629\">An initial <strong data-start=\"1549\" data-end=\"1574\">Rs. 9 billion subsidy<\/strong> has been earmarked for fiscal year 2025\u201326, targeting:<\/p>\n<ul data-start=\"1630\" data-end=\"1832\">\n<li data-start=\"1630\" data-end=\"1660\">\n<p data-start=\"1632\" data-end=\"1660\"><strong data-start=\"1632\" data-end=\"1658\">116,053 electric bikes<\/strong><\/p>\n<\/li>\n<li data-start=\"1661\" data-end=\"1832\">\n<p data-start=\"1663\" data-end=\"1832\"><strong data-start=\"1663\" data-end=\"1691\">3,171 electric rickshaws<\/strong><br data-start=\"1691\" data-end=\"1694\" \/>Importantly, <strong data-start=\"1707\" data-end=\"1751\">25% of the subsidy is reserved for women<\/strong>, promoting <strong data-start=\"1763\" data-end=\"1831\">safe, affordable, and eco-friendly mobility for female commuters<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1834\" data-end=\"1969\">A <strong data-start=\"1836\" data-end=\"1862\">fully digital platform<\/strong> has also been launched to ensure <strong data-start=\"1896\" data-end=\"1955\">transparent application, verification, and disbursement<\/strong> of subsidies.<\/p>\n<h3 data-start=\"1971\" data-end=\"2011\">Infrastructure and Urban Integration<\/h3>\n<p data-start=\"2013\" data-end=\"2033\">The policy mandates:<\/p>\n<ul data-start=\"2034\" data-end=\"2266\">\n<li data-start=\"2034\" data-end=\"2121\">\n<p data-start=\"2036\" data-end=\"2121\">Installation of <strong data-start=\"2052\" data-end=\"2083\">40 new EV charging stations<\/strong> along motorways (spaced every 105 km)<\/p>\n<\/li>\n<li data-start=\"2122\" data-end=\"2201\">\n<p data-start=\"2124\" data-end=\"2201\">Introduction of <strong data-start=\"2140\" data-end=\"2160\">battery swapping<\/strong> and <strong data-start=\"2165\" data-end=\"2190\">vehicle-to-grid (V2G)<\/strong> technology<\/p>\n<\/li>\n<li data-start=\"2202\" data-end=\"2266\">\n<p data-start=\"2204\" data-end=\"2266\"><strong data-start=\"2204\" data-end=\"2244\">Mandatory EV charging infrastructure<\/strong> in new building codes<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"2268\" data-end=\"2311\">Industrial Localization and SME Support<\/h3>\n<p data-start=\"2313\" data-end=\"2694\">To promote <strong data-start=\"2324\" data-end=\"2350\">domestic manufacturing<\/strong>, the government has retained the <strong data-start=\"2384\" data-end=\"2420\">AIDEP tariff facility until 2026<\/strong>, with a gradual phase-out by 2030. Over <strong data-start=\"2461\" data-end=\"2539\">90% of parts for electric bikes and rickshaws are already produced locally<\/strong>, and <strong data-start=\"2545\" data-end=\"2586\">SMEs will be offered support packages<\/strong> to further boost local capacity. Locally produced goods are reported to be <strong data-start=\"2662\" data-end=\"2680\">30\u201340% cheaper<\/strong> than imports.<\/p>\n<h3 data-start=\"2696\" data-end=\"2727\">Long-Term Economic Benefits<\/h3>\n<p data-start=\"2729\" data-end=\"2756\">The policy is projected to:<\/p>\n<ul data-start=\"2757\" data-end=\"3131\">\n<li data-start=\"2757\" data-end=\"2879\">\n<p data-start=\"2759\" data-end=\"2879\"><strong data-start=\"2759\" data-end=\"2783\">Save Rs. 800 billion<\/strong> over the next 25 years via reduced fuel imports, low-cost electricity use, and carbon credits<\/p>\n<\/li>\n<li data-start=\"2880\" data-end=\"2949\">\n<p data-start=\"2882\" data-end=\"2949\"><strong data-start=\"2882\" data-end=\"2907\">Cut capacity payments<\/strong> from Rs. 174 billion to Rs. 105 billion<\/p>\n<\/li>\n<li data-start=\"2950\" data-end=\"3006\">\n<p data-start=\"2952\" data-end=\"3006\"><strong data-start=\"2952\" data-end=\"3004\">Generate Rs. 15 billion in carbon credit revenue<\/strong><\/p>\n<\/li>\n<li data-start=\"3007\" data-end=\"3131\">\n<p data-start=\"3009\" data-end=\"3131\">Demand <strong data-start=\"3016\" data-end=\"3055\">126 TWh of electricity over 5 years<\/strong>, which can be met using the current <strong data-start=\"3092\" data-end=\"3131\">surplus energy in the national grid<\/strong><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3133\" data-end=\"3275\">Consumers could <strong data-start=\"3149\" data-end=\"3223\">recover the extra cost of an electric bike within 1 year and 10 months<\/strong>, thanks to lower charging costs compared to petrol.<\/p>\n<h3 data-start=\"3277\" data-end=\"3306\">Governance and Monitoring<\/h3>\n<p data-start=\"3308\" data-end=\"3548\">The policy was developed over months through consultation with <strong data-start=\"3371\" data-end=\"3422\">over 60 experts, institutions, and stakeholders<\/strong>, led by a steering committee under the <strong data-start=\"3462\" data-end=\"3503\">Ministry of Industries and Production<\/strong> since September 2024. It will be subject to:<\/p>\n<ul data-start=\"3549\" data-end=\"3665\">\n<li data-start=\"3549\" data-end=\"3596\">\n<p data-start=\"3551\" data-end=\"3596\"><strong data-start=\"3551\" data-end=\"3596\">Monthly and quarterly performance reviews<\/strong><\/p>\n<\/li>\n<li data-start=\"3597\" data-end=\"3665\">\n<p data-start=\"3599\" data-end=\"3665\"><strong data-start=\"3599\" data-end=\"3665\">Biannual performance audits by the Auditor General of Pakistan<\/strong><\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"3667\" data-end=\"3689\">Concluding Remarks<\/h3>\n<p data-start=\"3691\" data-end=\"3983\">Mr. Akhtar stressed that the <strong data-start=\"3720\" data-end=\"3858\">NEV Policy is not just a climate initiative but a foundation for energy efficiency, employment generation, and economic transformation<\/strong>. He urged federal and provincial governments, the private sector, and citizens to work collectively to implement the policy.<\/p>\n<blockquote data-start=\"3985\" data-end=\"4178\">\n<p data-start=\"3987\" data-end=\"4178\">\u201cThis policy is a national imperative.
