Meeting at Parliament House, lawmakers voiced deep concern over institutional failures, legal hurdles, and exam delays that have left students from the 2016\u201319, 2017\u201320, and 2018\u201321 academic sessions in limbo for over six years.<\/p>\n<p>Chaired by Senator Kamran Murtaza and attended by Senator Fawzia Arshad, the session spotlighted the significant distress caused by delayed supplementary examinations, bureaucratic bottlenecks, and conflicting regulatory directives. Students, many of whom have completed their coursework, remain unable to graduate. Only 48 candidates were reported as first-time exam takers, while the majority require supplementary attempts.<\/p>\n<p>Student representative Rao Jawad Khalil voiced the frustrations of affected students, urging the committee to intervene firmly. He emphasized the impact of the delays on students\u2019 professional careers and mental well-being, and called for swift, lawful, and transparent resolution.<\/p>\n<p>BZU officials admitted that exams and scrutiny had been completed for the first two batches but acknowledged that unresolved issues remain, particularly for the 2018\u201321 session. While the university cited consultations with the Pakistan Bar Council, Supreme Court rulings, and a controversial Federal Investigation Agency (FIA) report identifying 26 \u201cghost colleges,\u201d lawmakers pushed back against the narrative of helplessness.<\/p>\n<p>Frustration peaked when it was revealed that the university\u2019s Vice-Chancellor was abroad on leave and that attending officials lacked decision-making authority. \u201cThe people concerned are not here and those present cannot take decisions,\u201d Senator Murtaza remarked sharply, denouncing the administrative vacuum and urging immediate corrective action.<\/p>\n<p>Senator Fawzia Arshad and officials from the Ministry of Education and the Higher Education Commission (HEC) echoed concerns over systemic negligence and regulatory failure. Arshad emphasized the need for a corruption-free, transparent process that ensures accountability among educational institutions.<\/p>\n<p>The committee unanimously approved a one-time special dispensation allowing BZU to conduct pending supplementary exams for the 2016, 2017, and 2018 LLB cohorts. However, it was clarified that only students requiring reattempts would be eligible to avoid additional legal entanglements.
