According to UN Women’s latest flagship report, “Progress in the Balance,” global gender equality progress remains threatened by conflicts, economic turmoil, and broader societal resistance. Despite these international challenges, Pakistan’s multifaceted initiatives demonstrate its resolve to protect and expand women’s rights, aligning closely with UN Women’s strategic framework.

The UN Women’s global assessment identifies recent developments as a “perfect storm” for women’s rights—including escalating armed conflicts, erosion of democratic institutions, climate-induced catastrophes, and lingering post-pandemic economic hardships. These factors collectively have undermined gender equality efforts across many parts of the world by weakening existing protections and impeding progress. Pakistan, however, stands apart by actively working toward bridging these gaps at multiple societal levels, from broader political commitments to grassroots interventions.

Pakistan has achieved notable progress through landmark legal initiatives focused on protecting women against violence, ensuring safe public spaces, enhancing legal recourse, and increasing female participation across political, educational, and economic spheres. These efforts correspond to UN Women’s four major priority areas: fostering women’s leadership and political participation, strengthening economic empowerment, combating gender-based violence, and enhancing humanitarian responsiveness.

Particularly significant is Pakistan’s emphasis on bolstering women’s positions of leadership and political influence. Government-backed programs have successfully enhanced female representation in parliament and local governance structures. Concurrently, economic empowerment strategies—facilitated by innovative public-private partnerships—are expanding women’s entry to the digital economy through improved access to digital resources, financial education programs, and employment opportunities in sustainable, climate-resilient sectors, closely mirroring the international vision outlined by UN Women.

Addressing persistent concerns about violence against women, the Pakistani government launched coordinated frameworks and multi-agency responses involving police, healthcare professionals, and community welfare services. These measures accord with global commitments exemplified by international initiatives such as the UN Trust Fund to End Violence against Women and the European Union-supported Spotlight Initiative.

Moreover, in regions experiencing humanitarian crises and conflict, Pakistan is implementing inclusive and sensitive policies that reflect international best practices. Domestic organizations—including prominent women-led civil society groups and humanitarian agencies—are actively providing critical psychosocial support, safe shelters, and emergency assistance to vulnerable women and girls, echoing global approaches adopted by UN Women in conflict-affected regions such as Ukraine and the Horn of Africa.

Nevertheless, UN Women’s recent report underscores ongoing hurdles faced globally—including inadequate financial aid dedicated explicitly to gender equality (just 4% of bilateral aid), persistent violence against women, and gender disparities exacerbated by limited digital access. Pakistan continues to grapple with these persistent challenges as well, necessitating further intervention and advocacy.

To address these realities effectively, Pakistan has centrally integrated gender equality into its national development plans. Specifically, Pakistan’s “Vision 2025” framework emphasizes gender equality as fundamental to national progress. In addition, the country actively contributes to international coalitions such as the Generation Equality Forum, and is strengthening its capacity to collect comprehensive gender-disaggregated data—a key component for identifying gaps, shaping evidence-based policies, and ensuring accountability.

As international organizations continue calling for deeper commitments and increased resources for global gender equality, Pakistan is setting an example through tangible actions, progressive policy directions, and grassroots initiatives. By aligning its national agenda and actions with global standards and best practices outlined in UN Women’s “Progress in the Balance” report, Pakistan is not merely responding to international concerns; it is charting a decisive path forward for gender equality and women’s empowerment.

Amid global setbacks to gender equality noted by UN Women, Pakistan has emerged as a proactive leader by integrating robust policy-making, targeted investments, and community-level reforms to advance women’s rights.
