However, government representatives have raised serious concerns about the potentially unsustainable financial implications. Initial assessments indicate that supplying milk to merely half of Islamabad&#8217;s student population\u2014approximately 56,000 children\u2014for 170 days annually could cost more than 900 million rupees per year. Extending coverage to all eligible students would drive costs well beyond 2 billion rupees, a sum currently unsupported by available government funds.<\/p>\n<p>Along with high costs, the issue of logistics poses a considerable challenge for the project&#8217;s effective implementation. Fresh milk&#8217;s short shelf-life necessitates an advanced cold-storage infrastructure, capable of maintaining appropriate conditions from production through final distribution at schools. According to government officials, Pakistan presently lacks the extensive cold-chain capabilities required for such an operation. Additional complexity was highlighted by referencing guidance from international organizations like the World Food Programme (WFP), which prefers comprehensive meal plans over milk-only distributions, citing both practical concerns and dietary suitability considerations, including potential medical issues such as lactose intolerance.<\/p>\n<p>To address these hurdles without fully abandoning the idea, participants have recommended exploring alternative funding and operational models. Prominently discussed was a strategy involving Public-Private Partnerships (PPP), drawing upon successful examples observed in Punjab. There, private corporations\u2014including Nestl\u00e9, Friesland, and All Fresh\u2014actively conduct similar initiatives as part of their Corporate Social Responsibility (CSR) programs.<\/p>\n<p>Officials underscored the advantages of private participation, noting these companies\u2019 use of digital technology to track milk deliveries and monitor key metrics related to children&#8217;s health, including growth patterns and eyesight screenings. These mechanisms help ensure transparency, accountability, and effectiveness, significantly mitigating risks of resource misuse or distribution irregularities.<\/p>\n<p>Moreover, some participants advocated a more targeted implementation strategy. Senator Kamran Murtaza proposed specifically directing free milk distribution toward children from lower-income groups or underserved sectors, linking the initiative to existing Zakat funding mechanisms. According to Murtaza, this approach would allow the government to prioritize assistance more effectively, while families in better economic circumstances would likely opt out voluntarily.<\/p>\n<p>Following these discussions, committee members agreed on a clear path forward. They decided to invite representatives of private-sector entities, especially those already successfully involved in similar programs in Punjab, to share insights during upcoming deliberations.
