Leaders from various trader associations, including All Pakistan Anjuman Tajiran President Ajmal Baloch, have warned the government that if these policies are not withdrawn, more than 12 million traders will be compelled to launch street protests nationwide.

Addressing a press conference at the National Press Club Islamabad alongside prominent business community figures, including Shahid Ghafoor Paracha, President of Anjuman Tajiran Punjab, Malik Mehar Ilahi of Khyber Pakhtunkhwa’s traders’ association, Shakeel Ahmed Khan from Peshawar Chamber and Small Traders, Khalid Chaudhry, Sardar Saqib, and Rana Khurram, Ajmal Baloch strongly criticized the government’s current tax policies and accused FBR officials of rampant corruption. He asserted that rather than burdening traders further, the government should audit the assets of FBR employees if it wishes to uncover financial wrongdoing.

According to Baloch, the requirement for a digital invoicing system is unrealistic and highly problematic for Pakistan’s small and medium-sized traders, most of whom lack formal education. He explained that this move would force business owners to hire educated accountants, a task nearly impossible given current conditions, thus placing additional financial burdens on small enterprises already challenged by heightened operational costs.

Rejecting allegations that traders avoid paying taxes, Ajmal Baloch argued that small businessmen and ordinary citizens disproportionately bear the tax burden in the country. He emphasized that traders, both filers and non-filers, already contribute significantly to Pakistan’s tax net, stressing these new conditions are unfair and unviable.

The traders’ leaders firmly opposed authority given to the FBR to arrest traders without adequate justification. Baloch warned that if any FBR official attempts unjustified detention of a trader, the business community would collectively respond with strong resistance. He called the FBR the “most corrupt institution in Pakistan,” claiming that investigations into its officials would reveal substantial assets equivalent to alleviating half of Pakistan’s foreign debts.

Furthermore, traders raised concerns about the government’s tax deduction policy, which mandates a 20% withholding tax on cash transactions exceeding Rs. 200,000, and a 16% tax on rental agreements—measures they say will negatively impact businesses and consumers alike. They also demanded an immediate revision of the electricity billing system, insisting that consumers should only be charged for the energy they actually consume rather than arbitrary slab-based tariffs.

Expressing disappointment with the current government, traders criticized its economic advisors for ineffective policy-making that has deeply harmed farmers, industrialists, and business communities alike. They cited the recurring sugar crisis, questioning why scarcity persists despite influential stakeholders like Jahangir Tareen now being aligned with the government. Traders warned that without swift reforms, further shortages and price hikes are inevitable.

Concluding the joint press conference, trading community leaders made it clear that the country’s traders are united in rejecting these “unfair laws” including digital invoicing and enforcement provisions outlined in article 37-AA. They strongly urged authorities to immediately revoke these measures, reminding them of the economic importance and unity of Pakistan’s trade sector and the severe potential consequences should these concerns remain unaddressed.

Traders Protest Against FBR Digital Invoicing and New Tax Regulations, Warn of Nationwide Agitation Traders across Pakistan have strongly rejected the Federal Board of Revenue’s (FBR) recent measures introducing digital invoicing and authorizing the arrest of traders, labeling these steps as unjust and detrimental.
