The committee convened at Parliament House under the chairmanship of Senator Nasir Mehmood Butt to address a range of challenges facing public housing and infrastructure.

Addressing the long-standing issue of non-functional lifts in government housing complexes—some out of order since 2006—Senator Nasir Mehmood Butt criticized the PHA Foundation for failing to resolve these basic maintenance problems. According to officials, out of six problematic lifts, two have now been repaired and are operational, three are in the process of installation, while one remains under construction. The committee emphasized that public service obligations must take precedence, with Senator Butt stressing, “The primary objective of this committee is to facilitate the public, not hinder development.”

The committee also highlighted broader concerns regarding the illegal occupation of government properties. A major case discussed involved the occupation of 38 canals of land in Murree. The PHA Chairman reported that legal action in the Islamabad High Court resulted in the successful eviction of the illegal occupants, and the department is now recovering compensation through back rent for the duration of the encroachment. Senator Butt praised this achievement, urging that such decisive actions be replicated in other instances of unlawful land occupation.

Deliberations also turned to operational inefficiencies within the Public Works Department (PWD). Some committee members voiced frustrations over the department’s poor performance and suggested potential closure, a viewpoint that found support from Senator Butt, who underscored the need for institutional accountability and reform.

In addition, the committee examined the status of ongoing parking space development projects, noting that current funding of Rs. 154 million falls short of requirements. The senators recommended an increase in budgetary allocations to ensure the prompt and complete execution of these important public infrastructure initiatives.

Concluding the session, Senator Butt reaffirmed the committee’s commitment to overseeing progress, promoting transparency, and ensuring the timely completion of public projects. He called on all relevant departments to accelerate work, eliminate illegal encroachments, and deliver essential services efficiently to serve the public interest.

The Senate Standing Committee on Housing and Works has issued a stern call for accountability from the Pakistan Housing Authority (PHA) Foundation over persistent delays in public housing maintenance, while also commending the authority’s recent legal success in reclaiming illegally occupied government land in Murree.
