Additionally, the committee has called on political leaders to urgently provide input on proposed changes to Article 140-A concerning devolution and local governance.

During its latest meeting at Parliament House, chaired by Ch. Mahmood Bashir Virk, the committee began proceedings by approving the minutes of its previous session. The members then addressed the status of two private member bills: The Constitution (Amendment) Bill, 2024 (Article 25), sponsored by Ms. Nafeesa Shah, and The Code of Civil Procedure (Amendment) Bill, 2024 (Section 54-A), introduced by Ms. Sofia Saeed Shah. Both discussions were deferred due to the absence of the respective movers. Expressing frustration over repeated delays, the committee resolved that further deferments would not be granted and warned that should the sponsors remain absent at the next meeting, the bills would be considered in their absence.

Moving forward, the committee examined The Qanun-e-Shahadat (Amendment) Bill, 2025, presented by MNA Ms. Shazia Marri. Ms. Marri noted that her legislative proposal had been substantially revised after earlier consultations. However, members pointed out that the redrafted bill included significant new elements, prompting the committee to postpone its review to allow for a more comprehensive evaluation.

The issue of constitutional reforms relating to local governance also remained underway. The committee discussed The Constitution (Amendment) Bill, 2025 (Article 140-A), introduced by Mr. Muhammad Jawed Hanif Khan. Despite earlier instructions to the Secretariat to seek feedback from Provincial Governments and Parliamentary Leaders, the committee expressed concern over the continued lack of responses. As a result, it directed the Secretariat to send reminders and urged political parties to submit their positions promptly, emphasizing the importance of all stakeholders’ participation in deliberations over devolution and the strengthening of local institutions.

The meeting was attended by a diverse group of parliamentarians, including Ms. Zahra Wadood Fatemi, Ms. Kiran Haider, Syed Ibrar Ali Shah, Syed Naveed Qamar, Syed Hafeezuddin, Mr. Hassan Sabir, Mr. Ali Muhammad Khan, Mr. Umair Khan Niazi, Mr. Changaze Ahmed Khan, Sardar Latif Khan Khosa, Ms. Aliya Kamran, Ms. Shazia Marri, and Mr. Jawed Hanif Khan, along with the Minister of State for Law and Justice and relevant ministry officials.

**NA Law Committee Postpones Action on Key Constitutional Bills Amid Lawmakers’ Absence, Urges Political Parties to Respond on Local Governance Amendments** The National Assembly Standing Committee on Law and Justice has deferred discussion on significant constitutional amendment bills after the lawmakers who introduced them failed to attend a crucial committee meeting.
