**Parliamentary Committee Urges ISO 9001 Certification for Ministries and Endorses Civil Servant Rights Bill**<\/p>\n
The National Assembly\u2019s Standing Committee on Cabinet Secretariat has called on all ministries in Pakistan to obtain ISO 9001 certification, aligning their operations with international quality standards. The recommendation came as the committee applauded the Establishment Division and Finance Division for achieving the certification and aimed to encourage similar improvements across other government branches. Additionally, the committee gave its endorsement to \u201cThe Protection of Rights of Regularized Civil Servants and Employees Bill, 2024,\u201d forwarding it without amendments.<\/p>\n
During a meeting chaired by Malik Ibrar Ahmad, MNA, the committee reviewed the operations of the Establishment Division, including its attached and associated departments, and addressed pending legislative matters. The Secretary of the Establishment Division briefed the committee on the division\u2019s responsibilities, which include managing recruitment, promotions, conduct, discipline, and policy for the federation\u2019s civil service posts.<\/p>\n
Highlighting recent achievements, the Secretary noted that over the past five years, the division had introduced specialized professional pay scales, undertaken headhunting for technical expertise, updated rules surrounding promotions and post upgrades, and modernized its processes through the adoption of a human resources management information system. Current initiatives include revising the deputation policy and updating essential documents such as the Esta Code and Establishment Manual.<\/p>\n
On legislative business, the committee recommended the passage of \u201cThe Protection of Rights of Regularized Civil Servants and Employees Bill, 2024,\u201d presented by Syed Khursheed Ahmed Shah, MNA. The committee further advised the Establishment Division to refrain from taking any action against employees who fall under the scope of this legislation until the bill reaches its final outcome. The Secretary of the Establishment Division also discussed relevant rulings from the Islamabad High Court and Supreme Court, sharing the government\u2019s perspective on the matter.<\/p>\n
The meeting saw participation from several Members of the National Assembly\u2014both in person and via Zoom\u2014alongside representatives from related departments.
