The move is part of the government’s broader efforts to promote sustainable, affordable transportation and reduce transport-related carbon emissions.

At a consultative meeting in Islamabad, representatives from the State Bank of Pakistan and commercial banks explored mechanisms to make EVs more accessible for Pakistanis, including affordable loan products and financial support frameworks. Officials agreed to form a joint working group comprising representatives from banking, EV manufacturing and importing, and relevant government agencies. This group will propose green financing models to help more people transition from traditional fossil fuel vehicles to electric options.

The meeting also discussed strategies to phase out older, polluting vehicles. One measure under consideration is imposing higher taxes on aging fossil fuel cars, making them less economically attractive and clearing the way for EV adoption.

Ministry Secretary Aisha Humera Moriani highlighted the critical need for easy and affordable financing to enable more households to switch to electric vehicles. She emphasized that, without proactive involvement from the banking industry, Pakistan’s EV adoption rate would likely remain slow, undermining efforts to mitigate emissions from the transport sector. Moriani encouraged banks to introduce a range of appealing loan plans and called on provincial governments, particularly Sindh, to replicate successful initiatives launched elsewhere.

Zafar Masud, President of Bank of Punjab and Chairman of the Pakistan Banking Association, assured the banking sector’s full cooperation. He pointed to a major existing scheme in Punjab, where 18,000 motorbikes—including 5,000 electric bikes—are being distributed to students through interest-free monthly loans. The initiative aims to provide affordable transport and demonstrates the viability of consumer lending to boost EV use. Masud suggested that similar schemes could be rolled out in other provinces as part of Pakistan’s national EV strategy.

Officials from the Ministry of Climate Change and the Director General, Muhammad Asif Sahibzada, announced the approval of Pakistan’s first Green Taxonomy Framework. This framework supports environmentally sustainable investments by enabling targeted financial support for green projects, including EV adoption. Banks were encouraged to take advantage of this framework and create dedicated green loan products for consumers.

Urban Affairs Director Muhammad Azim Khoso underscored the potential benefits for Pakistan’s major cities, many of which rank among the world’s most polluted. With transport emissions being a leading source of harmful pollutants, widespread EV adoption promises not only climate benefits but also improved air quality and public health, notably reducing respiratory and cardiovascular disease rates.

The meeting concluded with a consensus on the need for collaborative action among banks, government agencies, and industry players to implement financing solutions and regulatory policies that will make electric vehicles a practical, mainstream choice for Pakistani consumers.

Pakistan’s banking sector has committed to developing consumer financing solutions to accelerate the shift to electric vehicles (EVs), following high-level discussions with the Ministry of Climate Change and Environmental Coordination.
