The Chairman of Pakistan’s Higher Education Commission (HEC), Nadeem Mahbub, has expressed serious concerns about universities running MS\/MPhil and PhD programs without obtaining the required No Objection Certificate (NOC) from HEC. To address this ongoing issue, he has ordered a final directive that will guide a one-time attestation process for degrees awarded through these unapproved graduate programs.<\/p>\n
Despite repeated notifications from HEC since 2013, many institutions continue to offer advanced degree programs without securing the mandatory NOC. Earlier this year, following requests from universities, HEC had permitted a conditional one-time exception, allowing attestation of such degrees if the universities provided the necessary documentation. However, several institutions have failed to submit complete graduate lists and records, making the attestation process difficult.<\/p>\n
To ensure compliance, Chairman Mahbub has instructed all higher education institutions to submit comprehensive documentation, including lists of graduates, program approvals, faculty qualifications, and fee structures. These records must be provided by September 30, 2025. Additionally, universities are required to make a formal commitment to cease further admissions into these unapproved programs and to adhere to HEC\u2019s Graduate Education Policy 2023.<\/p>\n
HEC has also warned of strict penalties for institutions that fail to comply. These may include suspension of financial grants, a ban on new admissions for at least one academic year, and public disclosure of non-compliant universities on the HEC website.<\/p>\n
