Strengthening Winter Response for Safe Tourism

The National Disaster Management Authority convened a Winter Contingencies Coordination Conference at the National Emergencies Operation Center in Islamabad to review preparedness and coordination ahead of the Disaster Early Warning (DEW-4) period from October 2025 to January 2026. Officials focused on consolidating a winter response plan that balances hazard mitigation with safe and sustained tourism across mountain and snow-prone areas.

The session emphasized strengthening inter-agency coordination among federal, provincial and regional disaster management authorities, line departments and rescue services to ensure timely response and resource availability. Representatives from all Provincial Disaster Management Authorities, key line departments and emergency responders attended the meeting to align operational roles and communication channels.

Participants discussed practical measures to manage tourist influx, confirm availability of accommodation spaces and streamline emergency facilitation in high-altitude destinations. The discussions aimed to ensure the winter response includes rapid search and rescue capacity, clear evacuation routes, and contingency arrangements for stranded visitors while preserving local livelihoods tied to tourism.

Joint deliberations underlined the need for proactive preparedness, synchronized resource deployment and continuous communication among stakeholders. NDMA reiterated its commitment to maintain close coordination with all agencies to protect lives during the winter season and to support safe tourism through focused winter response planning and execution.
