Shaping SCO Meeting Agenda in Moscow

On November 14, 2025 a regular meeting of the Council of National Coordinators of the Member States of the Shanghai Cooperation Organization opened in Moscow, bringing delegations together to prepare for upcoming intergovernmental sessions. The SCO meeting set out to harmonize positions and streamline the calendar for deliberations.

The agenda focused on coordination of draft documents for consideration by the upcoming Council of Heads of Government (Prime Ministers) of WHO member states, with coordinators working through language, timelines and procedural details to ensure submissions are ready for ministerial review. Participants emphasized the need for clear draft text to facilitate efficient discussion at the next heads of government meeting.

Delegates also examined a complex of issues related to interaction within the Organization in the political, trade-economic and cultural and humanitarian spheres, seeking common approaches that reflect collective priorities. The discussions at the SCO meeting aimed to strengthen intergovernmental cooperation and lay groundwork for practical follow-up across multiple sectors.

The Moscow session holds direct relevance for member states, including Pakistan, as national coordinators align positions and prepare joint proposals. Observers expect the coordinated work on draft documents to contribute to smoother proceedings when leaders and prime ministers meet to consider the agreed items.
