Strengthening SCO Counterterrorism Cooperation in Tashkent

More than 150 representatives from competent authorities, experts and academic circles of SCO member states, partners of the Organization for Dialogue and international bodies gathered in Tashkent on November 20-21, 2025 for the 11th International Scientific and Practical Conference of the Shanghai Cooperation Organization focused on countering terrorism, separatism and extremism.

Speakers at the plenary session included Ularbek Sharsheyev, Director of the Executive Committee of RATS SCO; Farekha Bugti, Chairman of the RATS Council; Piao Yanfan, Deputy Secretary General of the SCO; Nurlan Seitimov, Deputy Secretary-General of the CIS; Evgeny Sysoyev, Head of the CIS Counter-Terrorist Center; Kaha Imnadze, Special Representative of the UN Secretary-General; and Kobulzhon Sobirov, Director of the People’s Center and ISIS diplomacy in Uzbekistan, who each addressed practical and policy responses.

In her remarks, Deputy Secretary General Piao Yanfan underlined the important role of the SCO in shaping global governance and reiterated consensus reached at the Tianjin Summit on September 1. She called for a comprehensive approach to security challenges and warned against double standards while stressing prevention of the spread of radical ideology, religious intolerance, xenophobia and aggressive nationalism.

Delegates emphasized that effective SCO counterterrorism work must be systematic, tackling root causes that foster the “three forces of evil.” Participants urged stronger cohesion and trust between countries, more intensive intercivilizational exchange and sustainable development measures, while reaffirming the need to intensify international cooperation under the central role of the United Nations.

The Tashkent conference reaffirmed a practical agenda for SCO counterterrorism cooperation, highlighting joint capacity building, information sharing and coordinated prevention as priorities to strengthen regional stability and resilience against terrorism, separatism and extremism.
