PMDC Moves to Enforce Fee Cap for Students
Islamabad 12 February 2026 — The Pakistan Medical & Dental Council (PMDC) has reaffirmed its commitment to strict implementation of the fee cap for medical and dental colleges across Pakistan during an interactive meeting with media representatives chaired by PMDC President Prof. Dr. Rizwan Taj and Registrar Dr. Rehan Asghar Naqvi.
The president thanked the media for attending and outlined recent achievements and ongoing initiatives of the council, with particular focus on fee regulation, student welfare and institutional compliance. Media representatives welcomed the fee cap policy but raised concerns that a small number of institutions continue to charge fees beyond the officially approved limit.
Prof. Dr. Rizwan said PMDC is closely monitoring all medical and dental institutions to enforce the fee cap and protect students. He stressed that quality medical and dental education is a right for every student, regardless of financial means or social standing, and that the council has repeatedly issued public notices advising students and parents not to pay any amount beyond the approved fee cap.
PMDC has issued show-cause notices to 12 medical and dental colleges found in violation of the fee cap, though some of those institutions have approached the courts and the matters remain sub judice. Despite ongoing litigation, the council reported an agreement with the Pakistan Association of Medical Institutions (PAMI) under which institutions will withdraw cases and ensure relief for affected students, with a follow-up meeting scheduled at the end of the month.
Any institution seeking an enhanced fee cap up to a maximum of PKR 2.5 million must now submit detailed financial justifications to PMDC. Such requests will be evaluated through a formal valuation process and approved only after due assessment. PMDC reiterated that, except for colleges granted formal approval, any institution found charging fees beyond the approved cap must provide student relief: excessive amounts will be refunded or adjusted in the next academic year.
The council said it will continue close monitoring and enforcement of the fee cap policy and urged students and parents to report any demands for payments above the approved limit so that prompt corrective action and student relief can be ensured.
