FIA Books Six Over Alleged Tampering of Kamalia Nursing College Inspection Scores
ISLAMABAD: (Aleena Janat) The Federal Investigation Agency (FIA) has registered a criminal case against six persons over alleged manipulation of an inspection report of Kamalia College of Nursing, Toba Tek Singh, in which the institution’s marks were allegedly raised to show it as meeting accreditation requirements.
The case was registered by the FIA Corporate Crime Circle Islamabad on September 4, 2026. According to the FIR, the score of the college’s Degree Programme was allegedly altered from 36 to 88.8, while the score of its Diploma Programme was allegedly changed from 30 to 80.
The FIR states that the alleged alteration was made through manipulation of Agenda Item 89 of the inspection report. The agency alleged that the changes were aimed at giving the college an unlawful advantage by making its performance appear compliant with the prescribed accreditation criteria.
The case has been registered under Sections 109, 409, 420, 468 and 471 of the Pakistan Penal Code, read with Section 5(2) of the Prevention of Corruption Act, 1947. The allegations mentioned in the FIR have not yet been proved before a court of law.
As per the FIR, the case followed FIA Enquiry No 320 of 2024. The Pakistan Nursing and Midwifery Council had constituted an Accreditation Committee for the inspection and accreditation of nursing institutions.
The committee was tasked with inspecting Kamalia College of Nursing in Kamalia, Toba Tek Singh, Punjab, on March 4 and 5, 2024.
The FIR names Shabana Kausar, Liaqat Ali, Muslim Shah, Farzana Iqbal and Abdul Manan as members of the inspection committee. Makhdum Nazar Hussain, the owner of Kamalia College of Nursing, has also been nominated as an accused in the case.
The FIA alleged that the accused, in connivance with one another and with the owner of the institution, misused their authority during the preparation and handling of the inspection report.
According to the FIR, the original Degree Programme score was allegedly increased from 36 to 88.8 and the Diploma Programme score from 30 to 80. The agency maintained that the alleged changes were made in Agenda Item 89 of the inspection report to make the college appear eligible under the required standards.
The FIR described the alleged conduct as forgery, fabrication and tampering with the inspection report.
The agency further stated that evidence regarding the alleged manipulation was established through FIA Technical Laboratory Forensic Report No 143 of 2024. The forensic report has been cited in the FIR as part of the material relied upon for registration of the case.
Those nominated in the FIR are Shabana Kausar, Nursing Instructor; Liaqat Ali, Clinical Instructor; Muslim Shah, Associate Professor; Farzana Iqbal, Principal of CON AINC Lahore; Abdul Manan, Nursing Consultant; and Makhdum Nazar Hussain, owner of Kamalia College of Nursing in Kamalia, Toba Tek Singh.
The FIA has also said that the role of Kifayat Ullah will be examined during the investigation. It added that the role of any other person found involved would also be determined in the course of the probe.
The FIR was lodged on the complaint of Yasmin Aza of Islamabad at the FIA Corporate Crime Circle Islamabad. The document records the reported time as 11am on September 4, 2026, and states that it was dispatched from the police station at 11:45am the same day.
Following registration of the case, the matter has entered the investigation phase. The FIA will examine the inspection record, forensic material and the roles of the persons named in the FIR.
Registration of an FIR does not constitute proof of guilt, and the allegations against the nominated persons will have to be established through the legal process.
