PTA and GSMA Enhance Digital Resilience and Early Warning Systems in Pakistan

The Pakistan Telecommunication Authority (PTA) and the GSM Association (GSMA) have embarked upon a strategic partnership aimed at enhancing Pakistan’s digital resilience and strengthening the country’s mobile-enabled early warning systems. The collaboration, formalized during a recent high-level meeting at PTA headquarters in Islamabad, will support emergency communication networks, ensure robust connectivity in crisis situations, and leverage innovative digital solutions to significantly boost Pakistan’s emergency preparedness capabilities.

The discussions, led by the Chairman of PTA, centered around promoting sectoral growth, fostering innovation, and accelerating digital transformation across Pakistan’s mobile and telecommunications infrastructure. The GSMA delegation, representing its Mobile for Humanitarian Innovation (M4H) programme, included Strategic Partnerships Manager Emma Pearlstone, Strategic Partnerships Director Dulip Tillekeratne, and Saira Faisal, Country Lead for Digital Transformation in Pakistan and the Asia Pacific region.

A central highlight of the meeting was the exploration of strategies to improve the effectiveness of emergency communications using mobile networks. Emphasis was placed on enhancing early warning systems for disaster-prone and underserved communities by harnessing the widespread availability of mobile technology to swiftly disseminate crucial information in real-time scenarios.

GSMA representatives presented details of their ongoing work on an online dissemination tracking platform. Designed to monitor the real-time delivery of mobile alerts from the source to end-users, the platform aims to evaluate and optimize the reach and effectiveness of critical emergency notifications. In addition, GSMA shared insights and updates on global research trends, emerging best practices, and innovative solutions such as emergency roaming agreements, which are instrumental in maintaining mobile network connectivity even when standard communications infrastructure may fail during crises.

This partnership signifies a broader effort to firmly integrate mobile technology into Pakistan’s humanitarian response frameworks. Through enhanced digital resilience, improved emergency communication technologies, and greater technological inclusivity, the joint initiative between PTA and GSMA seeks to better protect vulnerable communities and strengthen the national response mechanisms against both natural disasters and man-made emergencies.

Both entities expressed confidence in their continued collaboration, pledging to deliver inclusive, digitally enabled solutions that enhance public safety, connectivity, and resilience. Ultimately, these combined efforts aim to build a smarter, more responsive, and forward-looking digital ecosystem across Pakistan.
