IBCC to Roll Out Chromebook Scheme for 500,000 Grade 9 Students

ISLAMABAD, October 27, 2026: The Inter Boards Coordination Commission (IBCC) has been assigned the responsibility of implementing the Prime Minister’s Youth Chromebook Project, under which 500,000 Grade 9 students across Pakistan will be provided access to digital learning devices over two years.

The project is aimed at improving students’ access to modern educational technology, promoting digital literacy and preparing young learners for higher education as well as the requirements of a rapidly expanding digital environment.

A review meeting in this regard was chaired by IBCC Executive Director Dr Ghulam Ali Mallah at the IBCC Secretariat in Islamabad. The meeting examined the implementation plan, proposed eligibility conditions, provincial allocations, distribution arrangements and measures required to ensure transparency and fair access.

According to the plan, 250,000 Chromebooks will be distributed during 2026–27 in the first phase, while another 250,000 devices will be provided during 2027–28, taking the total number to 500,000.

Under the proposed criteria, eligible Grade 9 students enrolled in public schools, foundation schools and registered madrasas across the country will be covered. Of the total devices, 70 percent are proposed to be allocated to science students and 30 percent to arts students. The provincial share will be worked out in line with the National Finance Commission (NFC) Award distribution formula.

To identify and verify eligible students, the IBCC has sought relevant data from the Boards of Intermediate and Secondary Education (BISEs). A separate meeting of focal persons from the education boards was also held to improve coordination, speed up data collection and make preparations for smooth implementation of the project.

The meeting particularly focused on ensuring that the Chromebooks reach eligible beneficiaries through a transparent and verifiable process. A comprehensive monitoring and evaluation mechanism was also discussed to verify student records, monitor distribution and assess the effectiveness of the initiative.

Through the Prime Minister’s Youth Chromebook Project, the government seeks to expand access to educational technology, reduce the digital divide and create new learning opportunities for students across Pakistan.
