PNMC suspends fresh inspection requests for six months, raises fee structure

ISLAMABAD: The Pakistan Nursing and Midwifery Council (PNMC) has suspended the receipt and processing of new inspection applications from nursing and midwifery institutions for six months, while also notifying a major upward revision in its fee structure.

According to a notification issued on October 13, the council said no fresh application for inspection would be accepted or processed during the six-month period. Nursing and midwifery institutions have been advised not to submit new requests, as any application filed during this time will not be entertained.

The PNMC said the temporary restriction has been imposed to clear the backlog of pending inspection cases. It clarified that applications already submitted and awaiting decisions would continue to be processed in accordance with the applicable rules, regulations, policies and requirements.

The council further stated that once the six-month period is over, fresh applications may be accepted, subject to clearance of the existing backlog and any further directions issued by the competent authority.

In a separate notification dated October 19, the PNMC announced revised charges with immediate effect, replacing the previous fee schedule. The decision was approved in the council’s fifth session of 2026, held on September 23.

Under the new schedule, the application processing fee has been raised from Rs50,000 to Rs200,000. The inspection fee has been increased from Rs250,000 to Rs500,000.

The fee for each degree programme has been revised upward from Rs200,000 to Rs500,000, while the fee for each diploma programme has gone up from Rs100,000 to Rs150,000.

The institute recognition fee has also been increased from Rs100,000 to Rs300,000. Recognition means the formal approval granted to an institution by the council.

With the revision, the application processing fee is now four times the previous rate, while the inspection fee has doubled. The fee for a degree programme has risen by Rs300,000, and the institute recognition fee has increased by Rs200,000.

The previous schedule had prescribed Rs200,000 for Master of Science in Nursing, Bachelor of Science in Nursing, Post Registered Nursing and other degree programmes. It had fixed Rs100,000 for Lady Health Visitor, Community Midwife and Certified Nursing Assistant diploma programmes.

The earlier fee structure also included an enhancement fee of Rs300,000, an inspection fee of Rs250,000 and an application fee of Rs50,000.

The council has directed all relevant offices and institutions to implement the revised fee schedule. Copies of the notification have been sent to the federal health secretary, the Director of the Armed Forces Nursing Service at General Headquarters, Rawalpindi, provincial health authorities, nursing directors, controllers, council members, and the council’s finance and administration departments.

The PNMC has also instructed its management information system department to upload the revised fee schedule on the council’s website.

The six-month suspension of fresh inspection applications and the increase in fees are separate decisions. The inspection halt is aimed at dealing with pending cases, while the revised charges have taken effect immediately for institutions and applicants covered under the new schedule.
