Strengthening GBV Case Management in Balochistan

A five-day step-down training on the Interagency Gender-Based Violence Case Management Guidelines concluded on 19 December 2025 in Quetta, reaffirming a collective commitment to strengthen survivor-centered and coordinated GBV case management across Balochistan.

The programme was delivered with technical support from SPO and UNFPA Pakistan and received generous support from the Embassy of the Netherlands in Pakistan, ensuring resource and technical alignment with international interagency guidance.

In her closing remarks, Secretary Women Development Department Government of Balochistan, Ms. Saira Atta, stressed that gender-based violence remains under-recognized and normalized, and called for clearer identification, ethical response mechanisms, safe reporting channels, strict confidentiality and preservation of survivor dignity. She underlined that empowering women is fundamental to societal development.

Ms. Sadia Atta, Provincial Lead UNFPA Balochistan, welcomed the participation of more than 100 professionals from across the province and pointed to emerging challenges, including technology-facilitated GBV, while highlighting the critical role of psychological first aid. She urged participants to translate the training on GBV case management into concrete action at the district level.

The training was facilitated by Tier-1 facilitators who are recent graduates of the UNFPA GBV Training of Trainers for the global pool of trainers, including Jalal Khan, Muhammad Raza, Saima, Rabia Khan and Asia Batool, providing technical rigor and alignment with international standards.

This second step-down session represents a key milestone in strengthening ethical, coordinated and survivor-centered GBV case management in Balochistan, reinforcing institutional collaboration to improve the quality and accountability of services for women and girls across the province.
