Driving Reform with Udaan Pakistan in UAE Talks

During a productive meeting in Dubai, Pakistan’s federal minister held talks with United Arab Emirates Deputy Minister for Cabinet Affairs (Strategic Affairs) Huda Alhashmi on strategic governance reforms, long‑term national planning and promoting innovation across the public sector.

The minister outlined that under Prime Minister Muhammad Shehbaz Sharif the current government is implementing Udaan Pakistan, a comprehensive, future‑oriented reform agenda to modernise governance. She highlighted that prudent fiscal management and difficult but necessary reforms have helped reduce inflation from 38 percent to around 5 percent, restoring economic stability and creating space for broader institutional reforms.

Details of Udaan Pakistan were shared, including its economic vision to transform Pakistan into a $1 trillion economy by 2035 and a $3 trillion economy by 2047. The minister explained that Pakistan is shifting away from a traditional bureaucratic model toward a high‑performance civil service structured around performance, merit and incentives, and expressed keen interest in partnering with UAE institutions to accelerate this transition.

Specific areas of potential cooperation discussed included AI‑based governance solutions, education reform, tackling childhood stunting and effective population management. The UAE delegation emphasised practical, implementable plans as the foundation for long‑term planning and underlined the importance of aligning all ministries around a common national vision.

Huda Alhashmi described the UAE’s zero government bureaucracy initiative as an example of how simplifying service delivery and promoting inter‑agency performance can deliver measurable results. She also outlined the government accelerators model that aligns institutional objectives with national priorities, ensures measurable outcomes, and fosters transparency and healthy competition. Ms Alhashmi assured Pakistan of UAE support, particularly on AI adoption, education modernization and implementation of performance‑based governance models.

Both sides expressed readiness to pursue technical exchanges, institutional partnerships and targeted cooperation to translate the Udaan Pakistan agenda into actionable programmes, leveraging UAE experience to support Pakistan’s reform momentum.
