Competition Law Training for BE Energy by CCP Pakistan

The Competition Commission of Pakistan (CCP) recently conducted a specialized training session on competition law for the management of BE Energy Limited, a Karachi-based oil marketing company and the exclusive licensee of Caltex fuels in Pakistan. The session aimed to enhance understanding of competition regulations and compliance within the oil marketing sector.
Led by Ms. Bushra Naz Malik, who oversees matters related to cartels, trade abuse, and the Office of Fair Trade, the training brought together senior CCP officials including Ms. Marryum Pervaiz, Secretary to the Commission and Head of Advocacy, and Ms. Maliha Quddus, Senior Joint Director and Deputy Head of the Cartel and Trade Abuse Department. BE Energy’s General Manager for HR and Administration, Mr. Ozair Syed, welcomed the delegation.
During the session, Ms. Malik highlighted recent enforcement actions by the CCP in key economic sectors such as public procurement, the sugar industry, fan manufacturing, and flat steel. These cases illustrated the Commission’s ongoing efforts to promote fair market practices across different industries.
Ms. Pervaiz provided an overview of the Competition Act, 2010, focusing on provisions related to deceptive marketing and the review of mergers. She noted that approved mergers in the last year had contributed to foreign direct investment exceeding PKR 42 billion, underlining the impact of effective competition regulation on economic growth.
Ms. Quddus discussed issues of cartelization and abuse of dominance, emphasizing the importance of maintaining competitive markets to benefit both businesses and consumers. The session concluded with an interactive question-and-answer segment, allowing BE Energy’s managers to address specific queries about compliance and fostering fair competition within the oil marketing sector.
