PMDC inquiry ordered over alleged OT filming
Islamabad, 30 March 2026 — The Pakistan Medical and Dental Council has taken swift action after media reports of a video purportedly recorded inside an operating theatre at Lady Willingdon Hospital in Lahore. The footage, said to show unprofessional conduct and inappropriate handling of surgical procedures, raised immediate concerns about patient dignity and confidentiality and prompted a formal PMDC inquiry.
The Council has issued notices to the hospital administration and the doctors allegedly involved, directing all parties to submit a detailed explanation clarifying their roles and the circumstances surrounding the recording. The PMDC inquiry specifically requests identification of the staff involved, a full account of any consent procedures claimed to have been followed, and details of any disciplinary measures already taken by the hospital.
The PMDC emphasised that recording patients without consent in sensitive clinical settings such as operating theatres constitutes a serious breach of professional ethics and may violate patient rights and confidentiality standards. PM&DC leadership, including President Prof.Dr. Rizwan Taj, described the alleged actions as unacceptable and warned that such matters will be dealt with strictly under the relevant regulatory framework.
The Council will review submitted responses and is prepared to initiate appropriate regulatory action, including disciplinary proceedings against those found responsible. In its statement the PMDC reiterated a zero-tolerance policy toward breaches of the Code of Ethics and stressed its obligation to safeguard patient rights, uphold ethical medical practice, and maintain public trust in Pakistan’s healthcare system.
