The Ministry of Federal Education and Professional Training (MoFEPT) has taken a significant step towards improving education standards in Pakistan with the launch of the 3-in-1 Report: Towards Foundational Learning for All. Unveiled at the Foundational Learning for All Conference, this initiative is designed to advance literacy, numeracy, and socio-emotional learning for children across the country.
The conference was organized in collaboration with the Federal Directorate of Education (FDE) and the National Institute for Excellence in Teacher Education (NIETE). Federal Minister Dr. Khalid Maqbool Siddiqui and Minister of State Ms. Wajiha Qamar led the event, bringing together key stakeholders, including policymakers, education experts, and practitioners, to set the course for national education reforms.
The newly launched 3-in-1 Report compiles the latest research, curriculum guidance, and strategies for implementing foundational learning practices in Pakistan’s schools. Its goal is to ensure that every student acquires the essential skills needed to succeed in their academic and personal lives.
One of the report’s highlights is the emphasis on equipping teachers in Islamabad with modern tools and knowledge. Through NIETE, teachers are being provided with opportunities for continuous professional development using digital platforms, artificial intelligence tools, and resources from programs like ASPIRE and EdTech Hub. These measures are designed to enhance classroom instruction and improve learning outcomes for students.
Government leaders underscored their commitment to widespread educational improvement. Minister of State Ms. Wajiha Qamar emphasized that foundational learning is critical to achieving equitable and high-quality education. Ms. Riffat Jabeen, Director Academics at FDE, reaffirmed the aim to eliminate learning poverty in Islamabad.
The 3-in-1 Report is expected to guide future evidence-based reforms in curriculum development and expand the integration of technology and teacher support systems, paving the way for all Pakistani children to access foundational learning opportunities.
