Advancing Pakistan World Bank Climate Partnership

Dr. Musadik Malik met with a World Bank delegation led by Ms. Melormaa Amgaabazar and Mr. Gallius Draugelis in Islamabad to discuss Pakistan’s macroeconomic instability, inflationary pressures and development priorities. The talks focused on aligning financial support and project design with long-term national goals and climate resilience under a shared climate partnership.

The minister highlighted persistent tactical hurdles in project implementation that delay results and dilute impact. He warned that many high-budget, low-skill projects lack scalability and cost-efficiency, limiting their contribution to sustainable growth and public service delivery.

Dr. Malik also raised concerns about the repurposing of development funds away from sectors they were intended for, noting that diverting resources from education, population welfare, women empowerment and health creates systemic inefficiencies and undermines national priorities.

The World Bank delegation reaffirmed its commitment to Pakistan and presented a Country Partnership Framework for FY26–FY35, the outcome of two years of consultations. The institution outlined a 10-year engagement across six priority areas: stunting reduction, climate resilience, private sector development, education, population management and energy sector reform, framing this work within a broader climate partnership that seeks scalable, sustainable outcomes.

Both sides agreed to strengthen coordination to ensure effective delivery, improve cost-efficiency, and align projects with Pakistan’s climate and development objectives. The government stressed the need for strategic clarity so financing and technical assistance support fiscal stability while delivering tangible benefits for communities across the country.
