Punjab Advances Green PFM with Inception Workshop

The Local Government & Community Development Department Punjab, in partnership with the GIZ Participatory Local Governance Programme and GOPA Worldwide Consultants, held an inception workshop on Green PFM on 23 September 2025 at PC Bhurban. Senior officials from the Finance Department, Planning & Development Department and pilot municipal committees participated to set a roadmap for integrating climate considerations into provincial and local public financial systems.

Participants explored practical ways to link fiscal policy with climate resilience, identifying capacity-building priorities for officials at provincial and municipal levels. The discussions emphasized the need to align budgeting processes with climate risks and adaptation priorities so that local governments can plan and deliver services that withstand growing climate pressures.

Workshop sessions introduced pilot reforms designed to mainstream Green PFM, including Climate Budget Tagging to track climate-related expenditures, climate-sensitive Budget Call Circulars to guide planning cycles, and enhanced Citizen Budgets to improve transparency and accountability. The pilot measures aim to make budget decisions more responsive to climate impacts while strengthening reporting and stakeholder engagement.

In his remarks the Secretary LG&CDD Punjab stressed that climate-smart budgeting is essential for resilient and accountable governance. The event closed with a clear commitment from all partners to scale up Green PFM reforms across Punjab’s local governments, reinforcing efforts to strengthen local systems for sustainable, climate-resilient planning under the Planning & Development Board, Government of the Punjab.
