Senate Announces Minority Caucus for Inclusive Representation

The Senate of Pakistan has formally announced the establishment of a Minority Caucus aimed at protecting the constitutional and legal rights of the country’s minority communities. The move, initiated by Chairman Senate Syed Yousaf Raza Gillani, coincided with International Minorities Day and reflects a growing consensus on the importance of minority representation in legislative affairs.

The new caucus will serve as a dedicated platform within the Upper House to advocate for the interests of minority groups. It will also include selected members from the National Assembly, following nominations by the Speaker of the National Assembly. The initiative comes in response to longstanding requests from Senators representing minority communities, underscoring their desire for more effective advocacy at the federal level.

The formation of the caucus followed agreement between the Chairman Senate and the Speaker National Assembly. Its main objectives include the safeguarding of minority rights, the proper enforcement of relevant laws, and the development of policy recommendations that encourage tolerance, respect for diversity, and interfaith harmony throughout Pakistan.

The initial members of the Minority Caucus include Senators Danesh Kumar, Khalil Tahir Sandhu, Gurdeep Singh, and Poonjo Mal Bheel. During its first meeting, the group will formalize its Terms of Reference (TORs), outlining strategic goals, core principles, and procedures for engaging with government bodies, civil society, and other key stakeholders.

Chairman Gillani emphasized in his remarks that the advancement and empowerment of women and minorities have always been high priorities for him, both in his current role and during his tenure as Prime Minister. He recalled his efforts to integrate women and minorities into mainstream national life and to amplify their representation in governance.

He paid tribute to the late Benazir Bhutto for her leadership in championing the inclusion and empowerment of women and minorities. He further noted that current Pakistan Peoples Party Chairman Bilawal Bhutto Zardari shares this commitment to expanding opportunities for these communities, as does President Asif Ali Zardari, who remains dedicated to providing equal opportunities for minorities across all sectors.

Chairman Gillani also pointed to concrete measures such as increasing quotas for women and minorities in public sector employment and reserving four percent representation for minorities in the Senate. He argued that strong minority participation in decision-making roles is essential to correcting past injustices and unlocking the communities’ full potential.

The Parliamentary Minority Caucus is expected to play a proactive role in championing minority rights and ensuring their ongoing representation. Additionally, a special Senate resolution is set to be introduced in recognition of the lasting contributions minorities have made to Pakistan’s progress and prosperity.

Chairman Gillani concluded by acknowledging the indispensable role minorities have played in shaping Pakistan’s cultural and economic landscape. He expressed optimism that the Minority Caucus will emerge as a significant force promoting inclusion, tolerance, and peace, while giving marginalized communities a stronger voice in national affairs.
