Driving Policy Action on Organized Crime in Pakistan

On 12 November 2025 in Lahore, a conference convened by UNODC and the Centre for Human Rights (CFHR) with support from the British High Commission brought together experts, civil society actors and youth to strengthen Pakistan’s response to organized crime.

Participants explored how policy frameworks can more effectively address organized crime by targeting illicit financial flows, improving prevention measures and enhancing protection for affected communities. Sessions highlighted the need for coordinated approaches that link law enforcement, financial oversight and community resilience to disrupt criminal networks while safeguarding rights.

Survivors’ voices and youth perspectives were central to discussions, underscoring that sustainable responses to organized crime require inclusive policy design and meaningful participation from those most impacted. Delegates examined practical steps to amplify these perspectives within national strategies and to build capacity for local organisations engaged in prevention and recovery.

The conference concluded with a Pakistan Civil Society Declaration, a collective commitment that marks a milestone in the country’s journey toward resilience, justice and unity. Stakeholders reaffirmed their intent to translate the conference frameworks into policy action and to sustain collaboration across government, international partners and civil society to confront organized crime.
