RDA Launches Digital Property Transfer Drive

A meeting at the Rawalpindi Development Authority conference room advanced plans to digitize property workflows, with officials outlining an integrated system for electronic registration, approvals and online transfers. The session was chaired by Additional Director General Muhammad Anwar Baran, and included a detailed presentation by Hafiz Abdul Ghafoor of the Punjab Land Records Authority on the proposed digital mechanism.

Hafiz Abdul Ghafoor explained that housing schemes will be onboarded through their respective regulators using an online web portal and that functional prototypes have already been developed. Under the new process, housing schemes will use the Property Transfer System for secure transactions and transparent transfer of ownership, central to the Digital Property Transfer initiative.

Approval of building plans will also be handled via the same web portal to ensure accountability and time‑bound decisions. Officials confirmed the Property Transfer System will be formally launched on 15 February, after which the manual system will be phased out, allowing applicants quicker access to approvals and NOCs while reducing human intervention in routine processes.

The digital rollout is expected to ease online applications, speed up access to clearances, and simplify marketing and sale of plots by improving transparency and governance in the real estate sector. RDA management stressed its commitment to leveraging technology for better service delivery and pledged continuous support and training to ensure a smooth transition to the online systems.

Present at the meeting were Chief Planner Muhammad Tahir Meo, Director Admen Iftikhar Ali, Director Land Ghazanfer Ali Awan, Director Estate Management Aabgeena Khan, Director Finance Shahid Yaqoob, Deputy Director IT Dawood Khalid and other RDA officers who will take part in implementing the new digital framework.
